The House of Representatives of the Legislative Assembly of the Sverdlovsk Region is the chamber of the Legislative Assembly of the Sverdlovsk Region . In accordance with political traditions is considered the "upper" chamber. First elected in April 1996, abolished in December 2011.

Content
General information
The existence of the House of Representatives is provided for by the Charter of the Sverdlovsk Region , adopted at the end of 1994. Its powers are prescribed in Article 42 of the Charter, the main of which is the approval of laws adopted by the Regional Duma . Unlike the Regional Duma, which is elected by the proportional principle , the PPLA is elected by the majority principle - the winner is the candidate with the most votes in the constituency. The number of members of the chamber is 21 deputies. The first election of the chamber was held on April 14, 1996.
The initial term of office of the House of Representatives was set at two years. In 1999, during the work of the CPS of the second convocation, amendments were adopted to the charter of the region, which increased the term of office of deputies of subsequent convocations to four years.
Deputies of the House of Representatives, with the exception of the chairman and his deputies, exercise their powers on an intermittent basis (without interruption from main activity). Until 2004, the combination of deputy powers with the state and municipal service was allowed, because of which a significant part of the deputy corps was made up of the heads of large municipalities of the region ( Yekaterinburg , Nizhny Tagil , Kamensk-Uralsky , Krasnoturinsk , etc.). Since 2004, the overwhelming number of deputies of the chamber are top managers of large industrial companies in the region.
House election history
The elections of the House of Representatives of the first convocation were held on April 14, 1996, 19 deputies were elected. In the by-elections of June 16, 1996, 2 more deputies were elected (S. A. Akulov and G.I. Stepanenko) and the chamber became fully staffed. March 3, 1998 G.I. Stepanenko was killed.
The election of the House of Representatives of the second convocation was held on April 12, 1998. Twenty deputies were elected. A deputy from the Ordzhonikidze district (No. 9) was not elected, and additional elections did not take place.
In the elections of the House of Representatives of the third convocation held on March 26, 2000, only 17 deputies were elected. 2 more deputies (V.F. Nikitin and M.P. Serebrennikov) were elected in the by-elections on June 18, 2000, the 2 remaining mandates were filled in 2001 (A.V. Bogachev and O.V. Lukin were re-elected). April 14, 2002 instead of A.K. Shmelyov , delegated to the Federation Council , elected V.D. Kucheryuk.
On March 14, 2004, the House of Representatives of the 4th convocation was elected. Elections in Chkalovsky constituency (No. 10) did not take place. In 2005, V.B. was elected to a vacant mandate. Savelyev. In March 2007, in place of A.V. Bogachev, who went to work at Rosprirodnadzor , was elected V.G. Klimin. In October 2007, Klimin became the Minister of Health of the Sverdlovsk Region and left the House of Representatives; there were no by-elections for the vacated mandate. During the work of the 4th convocation of the chamber, two deputies - S.K. Nosov and V.N. Rodin - left the Sverdlovsk region and stopped participating in the chamber (in 2006, Nosov headed the Russpetsstal holding in Moscow, and Rodin headed TGK-1 in St. Petersburg), but formally deputy seats remained with them until the end of the powers of the chamber 4- convocation.
On March 2, 2008, elections to the 5th House of Representatives were held in all constituencies. On March 6, 2010, deputy A.I. Brijan .

House Abolition
Since the mid 2000s various political forces made proposals to abolish the "upper" chamber of the regional parliament. By April 2010, the Sverdlovsk region remained the only constituent entity of the Russian Federation with a bicameral legislature. In July 2010, a draft of the new charter of the region was submitted to the Regional Duma and adopted in first reading, suggesting a return to the unicameral legislative assembly. According to the draft, the House of Representatives of the V convocation must work out the term for which it was elected (March 2012), after which its existence ceases, while the new Legislative Assembly of the Sverdlovsk Region provides for the election of 21 deputies according to the majority scheme, similar to that used in election of the House of Representatives. In November 2010, the draft was adopted in the second and third (final) readings, and in the summer of 2011 the chambers of the Legislative Assembly announced their self-dissolution, which is why the elections of the updated legislative assembly were scheduled for December 4, 2011. The last meeting of the House of Representatives took place on November 3, 2011.
