The Pontifical Council for Pastoral Care of Migrants and Itinerant ( Latin: Pontificium Consilium de Spirituali Migrantium atque Itinerantium Cura ) is a former dictary of the Roman curia . The Council was established by Pope John Paul II on June 28, 1988 with the aim of pastoral care for migrants and wandering people.

Purpose
According to Article 149 of the Pastor Bonus Apostolic Constitution , proclaimed by Pope John Paul II on June 28, 1988 : “The Pontifical Council for Pastoral Care for Migrants and Traveling People carries out the pastoral participation of the Church to meet the special needs of those who were forced to leave their home land or who do not have it. He will also ensure that these issues are addressed with the attention they deserve . ” Articles 150 and 151 are also listed as being under the care of the Council: refugees , exiles , nomads , circus workers, sailors , airport workers and pilots, Christian pilgrims .
History
During the nineteenth century, under the jurisdiction of the Sacred Congregation of the Propaganda of the Faith, there was a “service for the spiritual care of the emigrants.” In 1952 , as part of the Holy Consistory Congregation , Pope Pius XII founded the “High Council on Expatriation” and the Secretariat of “Apostolatus maris” to help seafarers; in 1958, the Apostolatus aeris Secretariat was established for air travelers, and in 1965 Paul VI established the Apostolatus nomadum Secretariat, which deals with the problems of the homeless.
In 1967, Paul VI established the Pastoral Care Service for people who are part of a complex phenomenon, commonly known as “tourism” in the Congregation for the Clergy . On March 19, 1970, in motu proprio Apostolicae Caritatis, all these institutions were united in the “Pontifical Pastoral Commission in the Field of Migration and Tourism”. The commission was subordinate to the Congregation for Bishops until 1988, when John Paul II in the constitution of the Pastor Bonus transformed the commission into the Pontifical Council.
The Council was responsible for organizing and holding the “World Week of Migrants and Refugees”, established in 1952.
Abolished according to motu proprio Humanam progressionem [1] from January 1, 2017, through the merger of the Pontifical Councils for Pastoral Care for Health Workers , Justice and Peace , Cor Unum and for Pastoral Care for Migrants and Traveling in One Department - the Dysterium to Promote Holistic Human Development .
