The Pontifical Council for Family Affairs ( lat. Pontificium Consilium pro Familia ) - the former dicaster of the Roman curia , which existed from 1981 to 2016 . The Council was established by Pope John Paul II on May 9, 1981 at the motu proprio Familia a Deo Instituta and replaced the Committee on Family Affairs of Pope Paul VI , which was established on January 11, 1973 . The council "promotes pastoral care for families, protects their rights and dignity in the Church and in civil society, also so that they can ever be more able to fulfill their duties." [one]
From September 1, 2016, his functions were transferred to a new department - the Dicasteries for lay affairs, family and life . [2]

Activity
The Council “ works to better understand the teaching of the Church ”; “ Encourages learning in the spirituality of marriage and family ”; [3] works " to ensure accurate recognition of the human and social conditions of establishing a family everywhere "; [4] and “ seeks to ensure that family rights are asserted and protected even in the social and political sphere ” and “ supports and coordinates initiatives to protect human life from the first moment of conception and encourages responsible childbearing ”. [5] Especially, the Council " promotes and coordinates pastoral efforts related to the problem of responsible childbearing, and encourages, sustains and coordinates initiatives to protect human life at all stages of its existence, from conception to natural death ." [6]
Among the substantive documents issued by the Council are the Truth and the importance of human gender distinction [7] ( 1995 ) providing guidelines on education within the family; Pocket guide for confessors regarding certain aspects of the ethics of matrimonial life [8] ( 1997 ) confirming the illegal nature of contraceptive practices; and the Declaration on the reduction of fertility in the world [9] ( 1998 ), taking into account deviant demographic trends.

The last Chairman of the Council was Archbishop Vincenzo Paglia . The last secretary of the Council is Bishop Jean Lafite . The last deputy secretary is priest Andrea Palmiieri.
In addition to their advisory board of bishops, Council members included lay people , especially married lay people “from all over the world.” [10] The Council’s advisors included lay moral theologian Janet E. Smith, [11] Chair of the Christian World College Timothy T. O'Donnell, [12] Carl A. Anderson, High Knight of the Knights of Columbus; Jose Luis Mendoza Perez, Chairman of the Catholic University of Saint Ant Niya, [13] of Murcia , Spain , and the father of 14 children, [14] and Jerry Konikera, co-founder of the apostolate of the family dedication and Familyland Catholic High. [15]
The Council has published the quarterly review of Familia et Vita (since lat. - “Family and Life”) [16] since 1994 . The Council organized the World Family Meetings, convened in Rome in 1994 , in Rio de Janeiro in 1997 , in Rome again in 2000 , in Manila in the Philippines , in 2003 in Valencia , in Spain , in 2006 , in Mexico City , in Mexico , in 2009 , in Italy in 2012, and Philadelphia , in the USA in 2015 . The next meeting will be held in 2018 in Dublin , Ireland .
The council met in the palace of St. Calixt, at the piazza San Calisto in Rome.
On June 6, 2006, the Council issued a document entitled “ Family and Human Childbearing ” [17] noting that “ There has never been a natural establishment of marriage and family as a victim of such violent attacks .”
It was abolished according to motu proprio Sedula Mater [18] from September 1, 2016, through the merger of the Pontifical Councils on Family and Lay Affairs into one department - the Dicaster on matters of lay people, family and life .
