Semyon Fishelevich Gluzman (born September 10, 1946 , Kiev , Ukrainian SSR ) is a Ukrainian psychiatrist , former political prisoner , dissident , and public figure. Executive Secretary of the Association of Psychiatrists of Ukraine [1] .

Biography
Born September 10, 1946 in Kiev , USSR . Father - Doctor of Medical Sciences Fishel Abramovich Gluzman (1904-1987), a scientist involved in pathophysiology [21] [22] . Mother - general practitioner [21] Galina Petrovna Gluzman. Brother - Daniil Fishelevich Gluzman (born 1936), MD, oncohematologist and molecular biologist , laureate of the State Prize of Ukraine .
In 1970 , Gluzman graduated from the Kiev Medical Institute [2] . He worked in the Zhytomyr Psychiatric Hospital in the Department of Child Psychiatry [21] .
1971 - Korosten, Zhytomyr region , psychiatrist [2] .
1972 - Emergency Hospital in Kiev, a psychiatrist [2] .
He was closely acquainted with Viktor Nekrasov (the fact that Gluzman wrote prose [22] ) and with Leonid Ivy became an occasion for acquaintance. Through L. Ivy transferred to the relatives of General P. Grigorenko [21] , twice recognized as insane at the Institute. Serbian [23] , a request to provide an opportunity to familiarize oneself with the materials in the case of the General [21] .
During his work at the Zhytomyr Psychiatric Hospital, Gluzman, together with two of his colleagues who wished to remain anonymous [24] , wrote an extramural psychiatric examination of P. Grigorenko, using all the medical documents that were available in his case, which were secretly transferred to Gluzman by the lawyer S. Grigorenko S. Kallistratova [23] , also possessing articles by Grigorenko himself, his correspondence and oral communications of like-minded friends and friends [25], and questioning the general’s relatives. In the examination, the results of which were published in samizdat , Gluzman showed the illegality of the diagnosis “paranoid personality development” put forward by representatives of official psychiatry [26] .
Subsequently, he noted on this occasion:
Legal practice recognizes the possibility and competence of an extramural psychiatric examination. But subject to certain conditions. For example, the general’s family came to me, its members answered my questions about him for several days. I collected and processed all his articles in "samizdat". [23]
The examination materials received a wide response, became known both in the USSR and abroad [23] [27] . An examination conducted in 1978 in the United States , when Grigorenko was already in exile , the examination confirmed the conclusion of Gluzman: the commission with the participation of famous psychiatrists, a neurologist , a neuropsychologist talked with P. Grigorenko for a long time and did not find any signs of a mental disorder either at the time of the examination or in the past. The posthumous examination in 1991 - 1992 in Leningrad (St. Petersburg) also confirmed the unproven Soviet expertise in the Grigorenko case and the groundlessness of the general’s long-term “treatment” in mental hospitals [26] .
In May 1972, Gluzman was arrested by the KGB for " anti-Soviet agitation and propaganda " [23] . The court, which took place in October 1972 [24] , was accused of distributing “samizdat” and “tamizdat” , “false information about human rights violations in the USSR”, including abuse of psychiatry for political purposes . The main reason for the arrest was the examination in the case of P. Grigorenko [26] .
According to the verdict of the court, Gluzman received 7 years of camps and 3 years of exile [28] . He stayed in the political zone of the armed forces 389/35 in the Perm region [23] . In the camp he participated in the general struggle of political prisoners for their rights and was subjected to repressive measures as a result of this [28] . He went on a hunger strike twice, both times lasting 4 months ( forced feeding through a tube was applied to him) [21] . Twice, in 1978 and in 1979 , he was placed for several months in an in-camp prison, the so-called PKT (chamber type room): damp, cold rooms, with reduced — even in comparison with camp — food standards [29] .
During his stay in the camp, Simon Gluzman continued to engage in scientific and journalistic activities. In collaboration with Vladimir Bukovsky, he wrote the article “A Handbook of Psychiatry for Dissenters” [30] (in fact, Bukovsky is the author of the preface only, and the main text of the article was written by Gluzman [31] ). He collected and handed out information about the situation of political prisoners in the camps [32] , which was published both in Western publications and in “ samizdat ”; compiled the "Chronicle of the aircraft zone 389/35" [31] . In absentia he was elected a member of the international pen club . Gluzman’s poems and prose were published in Russian , Ukrainian , English , and French .
... For many years after living in a political camp, a monotonous nightmare visited me at night: four guards took me to the stage , but I did not have time to tell my comrades where I hid the manuscripts ready to be sent from the zone ... [33]
1978 Amnesty International declared the year of Semyon Gluzman [29] .
Since May 1979, Semyon Gluzman was in exile in the Tyumen region . [28]
1982 - after returning from exile to Kiev, he did not have a residence permit and the opportunity to find a job in the specialty [23] [34] . He got a job as a worker at the Kiev factory "Promarmatura" [23] .
I got the opportunity to work as a doctor after I sent a letter to Andropov , where he indicated “that I am an anti-adviser and I’m not hiding this”, and asked for an opportunity to emigrate in order to find a job abroad. A few weeks after sending the letter, Gluzman was invited to the head of the personnel department of the Ministry of Health of the Ukrainian SSR; followed by a call to the city health department demanding immediate employment and permission to work as a somatic doctor, but not a psychiatrist. [34]
Since 1983 - a pediatrician in a children's clinic [2] . He worked in the clinic for several years and received the post of head of the department [34] . After working as a pediatrician for four years, he left official work during perestroika , wrote scripts for two films and a number of articles [23] . The first of the articles on the abuse of psychiatry in the USSR was published in the medical newspaper “ Medical Newspaper ” in Moscow [34] .
1989 - 1990 - member of the Expert Group at the Committee on Health Protection of the Supreme Soviet of the USSR , expert on the problems of psychiatry and narcology of the Committee for Constitutional Oversight of the USSR [2] .
Since 1991 - Executive Secretary of the Association of Psychiatrists of Ukraine [2] .
In 1993 - 1995 was the head of the project "Model of an information and planning system for Ukraine" [2] .
Since 1993 - Executive Director of the Ukrainian-American Bureau for the Protection of Human Rights [35] .
1994 - at the request of the US Department of State, addressed the US Congress as an expert on human rights issues in Ukraine [2] .
1996 - 1999 - Scientific Director of the joint American-Ukrainian project “Mental health of children affected by the Chernobyl accident : an epidemiological study” [2] .

Why didn’t I want to become a politician? I do not regret. Indeed, there was a period at the beginning of independence when I was persuaded. Apparently, the Lord God gave the mind and forebodings. I have a bad attitude to Ukrainian politicians. I do not think I lost. I believe that I won. I influence the way I can influence. And I believe that the zone of my influence is much more important than the zone of influence of one of the members of the Ukrainian parliament , although I do not have that kind of money, I do not have my own media . But I believe that I made my choice wisely, and I like the place that I occupy in Ukrainian society. I like my country, but - I repeat - I do not like those who lead it.
Gluzman owns many statements on political topics, for example:
Servants of the people. Courts , stables, royal apartments in hotels, a simple business, formerly called theft from the state budget . And I, naive, so wanted freedom of speech, freedom of departure and return to the country. He was in solitary confinement, starving ... Why? For their sake? He talked about human rights, defended the weak and persecuted. And they privatized . Everything, and factories with factories, and gas pipes, and myself, a naive sucker, who honestly used more than a million dollars of various grants to translate and publish books that my country needed. One of them, former Komsomol leaders, now a millionaire and respected statesman, told me several years ago: “Do you ask for other people's money, Semyon Fishelevich? And again - not to myself. So your life has passed. It's empty in my pockets. Do you regret it? ”
I'm already sorry. Not about money. That he did not leave when he was young. Could not, did not want to. I could not leave the graves of camp friends, the single mother of Valera Marchenko, Lyol Svitlychnaya. Of course, sucker. [37]
And yet we exist. Shameless power, often replaced, failed to deprive us of the desire for freedom. Limited by law European freedom. Unlike most other post-Soviet states, we are able to learn how to live in a European way. In our country, oddly enough, there is a desire for justice. Not in parliament, not in the Presidential Administration, not in the Constitutional Court. Communist doctrine, rooted in Ukrainian society, crumbles. I understand that it is being replaced by other “radical” demagogues, just as cynical and equally incapable of generating and protecting the public good. But their time will be gone. With them. Gradually, step by step, morality returns to Ukraine. This and only this is our hope. Hope to minimize legal crime. Pathetic philosophical categories really exist. [38]
