Biography
Member of the Bolshevik Party since 1910. Born in a working class family. In 1910 he entered St. Petersburg University, was arrested for participation in student unrest, imprisoned in “ Crosses ”. After his release, he emigrated to Switzerland (1912), participated in the work of the Basel Congress of the 2nd International. Since 1914 he led party work in Yekaterinburg. Since September 1917 in Kazan, deputy chairman of the provincial food committee, chairman of the faction of the RSDLP (b) Council. In the October days of 1917 in Petrograd, a member of the Investigative Commission of the All-Russian Military Committee. Since November 1917, Chairman of the Kazan Council, Provincial Committee of the RCP (B.). The delegate of the 5th All-Russian Congress of Soviets, a member of the commission on the development of the Constitution of the RSFSR .
In February-May 1918, the Chairman of the Council of People's Commissars and People’s Commissar of Food of the Kazan Soviet Workers and Peasants Republic . He participated in the suppression of the Left Socialist-Revolutionary rebellion of 1918, a member of the SNK Investigation Commission in the case of the rebellion. Since July 19, he led the defense of Kazan from the white-shells; after the capture of the city captured by the White Guards and executed.
Memory
He was named after Sheinkman Street in Yekaterinburg and Sheinkman Drive [2] on the inland territory of the Kazan Kremlin .
