Biography
He graduated from the Petrograd Polytechnic Institute (economic department) [2] .
Member of the CPSU (b) since 1926. In the diplomatic service since 1920. He headed various departments in the People’s Commissariat for Foreign Affairs . In 1922 he took part in the Genoese and Hague conferences.
Secretary General of USSR delegations: at the International Economic Conference in Geneva ( 1927 ), in the preparatory commission for the General Conference on Disarmament (1927-1932). Plenipotentiary Representative of the Soviet Union: in Finland ( January 6, 1933 - November 25, 1934 ) and in Italy ( November 25, 1934 - October 7, 1939 ). At the same time, in 1934-38, a member of the delegation of the Soviet Union in the League of Nations .
In the years 1939-45. at scientific and pedagogical work: at the Higher Diplomatic School at the NKID of the USSR (1939-1941) and at Tashkent University (1941-1945). In 1945-52 on responsible work in the central office of the USSR People's Commissariat for Social Development Since 1945, an adviser to the NKID (since 1946 - the Ministry of Foreign Affairs) in the rank of ambassador.
In 1952 he was arrested in connection with the unfolding anti-Semitic campaign . In 1953 he was released. After his release, he returned to teaching at the Higher Diplomatic School.
Former USSR Ambassador to the USA N. V. Novikov and A. I. Solzhenitsyn noted the professionalism of B. E. Stein and his high importance as a diplomat [3] [4] .
