Director of the Federal Bailiff Service
In 2004, the Ministry of Justice of the Russian Federation underwent a reorganization. As a result of administrative reform in the Russian Federation, a special federal executive body was created - the Federal Bailiff Service , one of the main tasks of which was to organize the enforcement of judicial acts of courts of general jurisdiction and arbitration courts [1] .
On October 21, 2004, by decree of the President of Russia, he was appointed Director of the Federal Bailiff Service - the main bailiff of the Russian Federation . After this appointment, he moved from St. Petersburg to Moscow.
Plenipotentiary Representative of the President of the Russian Federation
December 8, 2008 - September 6, 2011 - Plenipotentiary Representative of the President of the Russian Federation in the Ural Federal District [2] [3] .
During his service in Yekaterinburg , a special palace was built for plenipotentiaries of the President.
From September 6, 2011 to March 11, 2013 - Plenipotentiary Representative of the President of the Russian Federation in the North-West Federal District [3] [4] [5] .
Deputy Prosecutor General of the Russian Federation
On March 11, 2013, the Prosecutor General of the Russian Federation, Yuri Chaika, submitted to the Council of the Federation of the Federal Assembly of the Russian Federation the candidacy of N. A. Vinnichenko for the appointment of the Deputy Prosecutor General of the Russian Federation [6] . On March 27, 2013, the Council of the Federation of the Federal Assembly of the Russian Federation, following a secret ballot, appointed N. A. Vinnichenko to the post of Deputy Prosecutor General of the Russian Federation [7] .

After Nikolai Alexandrovich was appointed plenipotentiary of the president in the Urals Federal District in December 2008, the family decided not to move to Yekaterinburg: “ My wife works as a judge, my son is 15 years old, he is at school. Therefore, I want him to finish it in the previous team. Now we are thinking what to do ” [13] .
