Illegal intelligence
Illegal resident is a Soviet term for a Soviet intelligence officer who works in a foreign country under the guise of a citizen of this state or a third country.
The term "illegal intelligence" is partially consistent with the American term "Non-official cover" (non official cover operative - NOC), which, however, is somewhat broader than the Russian concept, as it includes the work of CIA operatives under unofficial, but openly attached to the US coverings as well as operational officers of various law enforcement agencies that are not engaged in intelligence (criminal police, anti-drug service, etc.).
In the Soviet period, intelligence agencies from illegal positions were carried out by the structures of the KGB of the USSR and the Main Intelligence Directorate of the General Staff of the Armed Forces of the USSR.
In the structure of the SVR of modern Russia, illegal intelligence is not mentioned [1] . This does not mean that the SVR refused to conduct intelligence from illegal positions. On December 1, 2010, in an interview with a leading American television channel CNN, Larry King, Russian Prime Minister Vladimir Putin openly declared that there was an illegal intelligence service.
They belong to a special service - it is an illegal intelligence service. She has her own tasks, and these tasks, as a rule, become relevant during crisis periods, for example, during a period of rupture of diplomatic relations [2] .
