General characteristics
Given the complex and rugged topography of Armenia, economic activity is concentrated on approximately 60% of the territory of Armenia [10] .

Lacking significant own fossil energy resources, Armenia is largely dependent on external supplies, in particular gas and oil.

In the ranking of global competitiveness for 2019, Armenia ranks 69th among 141 countries. [13]
According to Eurostat, Armenia is the leader in Europe in terms of GDP growth in the first quarter of 2019. [14] The World Bank predicts Armenia's GDP growth in 2019 at 5.5%, and in 2020 - 5.1%. The Central Bank of Armenia forecasts an increase of 6.6% in 2019. [15] According to the EDB forecast, economic growth in Armenia in 2019 will exceed 6% and will be one of the highest in the EDB member countries. [16]
In 2017 and 2018, Armenia was the leader among the countries of the region (Transcaucasia, Turkey, Iran) and the CIS countries (including former members) in terms of GDP growth per capita. In this indicator, Armenia exceeded the world average as well as regional average values ββfor all large regions except Southeast Asia. [17]

In the years 2000-2015
The negative consequences of the blockade are gradually being overcome, in the period from 2001 to 2003, Armenia showed high growth rates of industrial production, but since 2004 the growth did not exceed 5%, with the exception of 2005 (8%).
In 2003, Armenia joined the WTO . The report βProspects of the Republic of Armeniaβs WTO Membership in the Context of Sustainable Developmentβ prepared by a group of experts noted in particular that due to the presence of requirements for Armeniaβs accession to the WTO to abolish the existing system of exemption from VAT in the agricultural sector, starting from In 2009, the country will see an inevitable rise in the cost of agricultural goods, and, consequently, the products of processing enterprises. In turn, this can lead to an aggravation of the difficult socio-economic situation and a significant decrease in the competitiveness of goods from local processing enterprises both in domestic and foreign markets. Such a development of events will become painful for the country's economy, and in their opinion, it is obvious that in the end this will affect the sustainability of economic growth. [21]
The current state and prospects for the development of the Armenian economy largely depend on the settlement of the Karabakh conflict [22] .
In 2007, the construction of a gas pipeline for the delivery of natural gas from Iran was completed [23] .
In the mid 2000s the annual economic growth of Armenia for several years exceeded 10%, however, in 2009 Armenia experienced a sharp economic downturn, GDP fell by more than 14%, despite large loans from international organizations. The main causes of the crisis were a sharp reduction in the construction sector and a decrease in cash receipts from workers who left to work abroad. In 2010, a slight revival of the economy began [8] .
In 2011, Forbes magazine placed Armenia in second place after Madagascar in the ranking of the ten worst economies in the world [24] .
Approximately 75% of gross national product as of 2004 was produced in the private sector [22] .
In the 90s
After the collapse of the USSR, most industrial enterprises ceased to function, since they were connected with servicing the military-industrial complex of the former Soviet Union.
During 1990-1999 the development of the economy of the republic was significantly influenced by processes aimed at establishing free market economic relations. During 1990-1993, a sharp decline in gross domestic product (GDP) (more than 53%) was observed in the republic, and only since 1994 has its growth been observed. The largest drop in GDP, which exceeded the corresponding indicator for the CIS countries by more than 6 times, was recorded in 1992 (42%). It should be noted that the level of GDP in 1999 reached only 60% of the 1990 level.
GDP per capita in 2000 amounted to 293,700 drams and increased by 10.1% compared with 1999, while the US dollar rate increased by 1.2% during the same period, as a result of GDP per capita in US dollars amounted to 554.0 against 500.9 in 1999. The revival of the economy began to be recorded since 1994. GDP growth is mainly provided by 5 basic sectors of the economy (industry, agriculture, construction, trade and transport) and a change in the volume of services, which together in 2000 provided more than 80% of GDP (table 25).
During the formation of free market relations in the republic conditions have been formed that have led to the priority of the private sector in the economy. Since March 1995, the republic began the privatization of enterprises through open subscription to shares, which became the basis of privatization. The dynamics of the private sector over the recent period are shown in table 26.
The share of the private sector in agriculture and trade was 98% and 97%, respectively.
In recent years, certain structural shifts have occurred in the sources of investment formation. In their composition, the share of the state budget and public funds has increased significantly, while at the same time a significant reduction in foreign investment. The decrease in the share of foreign investment in the field of capital construction is due to a more than 3-fold reduction in loans received through the public administration system.
Since 1974, Armenia has been an exporting country: the national product fully met the needs of the republic and the difference in accounts with other republics was positive.
Due to the devastating earthquake of 1988, the republic lost its national product by more than 1.5 billion rubles, which led to an excess of consumption of reserves in relation to the released national product by more than 14%.
Since 1994, the republic has recorded a steady increase in production, while the scope of individual entrepreneurship has expanded, which has led to an increase in the average level of well-being of the population.
In recent years, foreign trade of the Republic of Armenia is carried out not only with the republics of the CIS, but also with foreign countries. So, in 1993, the share of foreign trade of the republic with other states amounted to 28%, and in 1999 amounted to 79.6%. Moreover, if the volume of exports to the CIS countries decreased by about 2 times, then the volume of imports - by 3 times.
Despite the fact that in 2000 production growth was noted by 101.4%, however, compared with 1990, a noticeable decline in production is observed. In 1992, production volumes decreased by about 2 times compared with the previous year, which was due to:
- blockade of railways,
- the rupture of economic relations between enterprises due to the collapse of the USSR,
- deep energy crisis.
Significant transformations of the banking system and liberalization of the financial system began in the republic in 1994. However, the economy of the republic was affected by the financial crisis in Russia that began in August 1998, which resulted in a decline in industrial production and export of goods. This could not but affect the financial activities of business entities of the republic, which over the past two years has acquired a tendency to stabilize.
At the end of 1990 and the beginning of 1991, measures were taken in the republic to increase and partially liberalize wholesale, retail and purchase prices, and new tariffs for transport and communications were introduced. However, these changes did not overcome the mechanisms for covering pricing costs. The combined price index of goods and services provided to the population in 1991 (compared to 1990) amounted to 274.1%.
The deepening energy crisis, which began in November-December 1992, led to a recession in all areas of the economy.
In 1993, a monetary reform was carried out, which caused a spasmodic increase in prices for consumer goods and services, and naturally, an increase in inflation. Prices and tariffs increased by an average of 110 times.
In 1996, the introduction of free economic relations in the republic created a fairly stable price level. The sharp depreciation of the ruble in August 1998 in Russia did not significantly affect the prices and tariffs of the country's consumer market. In December 1998 (compared with 1997), deflation was first observed - the consumer price and tariff index fell 1.3%. In 2000, the consumer price index amounted to 100.4%, which is 1.6% lower than the corresponding indicator of the previous year (in 1999 - 102.0%).
Privatization of agriculture in the republic began in 1991. On the basis of the former collective farms, state farms, inter-farm and other agricultural enterprises, as of January 1, 1999, about 350 thousand peasant and collective peasant farms were organized, to which 447 thousand hectares of agricultural land were granted as property rights, which is 64.1% of the country's agricultural land (without pasture).
The fall in agricultural gross product stopped in 1994, and in 1999 it amounted to 98% of the 1991 level. The decrease in this indicator in 2000 by 2.5%, compared with the previous year, is due to a decrease in the volume of gross crop production due to drought. The share of the private sector in agricultural gross product in 1999 was more than 99% (against 74% in 1991). After privatization, a decrease in sown area by more than 20% was recorded. At the same time, the sown area for grain increased by more than 30%, and potato - by about 43%. The decrease in sown areas of agricultural plants falls mainly on fodder crops, the areas of which in 1998 compared with 1991 decreased by more than 3 times. This phenomenon mainly caused a decline in the livestock industry.
Structural changes in the economy affected transport. Since 1993, there has been an increase in the volume of freight by air, due to an increase in the volume of imported goods by foreign sponsors. In connection with the blockade of railways in 1993, 2.8 times more cargo was sent by air than in 1992. Over the same period, the volume of goods imported into the republic by air increased 2.2 times. However, if in 1993 128 thousand tons of cargo were transported by air, in 2000 it was only 16 thousand tons, which is explained by a significant increase in tariffs for their transportation and a decrease in the volume of foreign aid.
Since 1992, the blockade of the railway has had a negative impact on the operation of railway transport. So, if in 1991 the volume of freight by rail amounted to 29.1 million tons, then in 1992 - 7.5 million tons. This figure in 2000 amounted to 20% of the 1992 level.
In 1991-2000. registered a sharp decline in communication services. The number of long-distance calls in 1992 increased by 6.5% compared with 1991. In 1993-1995. this indicator decreased due to the energy crisis and equipment malfunction. However, in connection with further technical transformations, its volume increased: in 1998 compared to 1995 by 3.3 times. [10]
Soviet time
Industrialization began immediately after the establishment of Soviet power, and Armenia gradually turned into a modern agrarian-industrial country.
In 1928, the volume of industrial production in Armenia reached the level of pre-war time, and the volume of agriculture exceeded it.
Metalworking , mechanical engineering , chemical, light (textile and shoe), food (fruit and vegetable, wine and cognac) industries, non-ferrous metallurgy , precious stones processing, and the production of building materials were developed. Industrial products came to the Union republics, from where Armenia received raw materials and electricity. Compared with other Transcaucasian republics of the former USSR, the Armenian economy was more vulnerable due to the peculiarities of its geographical location and natural resource base (lack of access to the sea, lack of oil and gas resources , low soil fertility).
Before gaining independence in 1991 , the Armenian economy was largely based on industry - chemical , mechanical engineering , light , non-ferrous metallurgy . Agriculture accounted for about 20% of the economy.
As part of the Russian Empire
In the middle of the XIX century, the Erivan province was formed and administrative reforms were carried out, as a result of which the administrative-territorial fragmentation of Eastern Armenia was eliminated. This contributed to the economic recovery of Armenia. . The previous tax system was also abolished, and preferential tariffs were introduced. . The copper ore and ginning industries, cognac production began to develop.
In 1870, peasant reform was carried out in Eastern Armenia.
At the beginning of the 20th century, Armenia was an agrarian country, the basis of its economy was animal husbandry and crop production . Industrial production was reduced mainly to the development of minerals in small mines and the production of cognac .
Energy
Oil
Armenia has no proven oil reserves . Most of the oil is imported to Armenia from Russia. Oil demand in Armenia is limited by imports from Russia and Iran. [25]
Electricity
- Thermal Power Plants
There are 3 thermal power plants in Armenia (one in each of the following three cities: Vanadzor , Hrazdan and Yerevan ), which produce 44% of Armeniaβs electricity. [26]
- Hydropower
Armenia has several hydroelectric power plants that together produce 26% of Armeniaβs electricity. The largest hydroelectric power plants are part of the Sevan-Hrazdan (7 hydroelectric power stations) and Vorotan (3 hydroelectric power stations) cascades. The largest hydroelectric power station in Armenia is Gyumush (Argelskaya) on the Hrazdan River, with a capacity of 224 MW.
- Nuclear power
Armenia has one Armenian (Metsamor) nuclear power plant , which produces about a third of all electricity in Armenia.
Industry
In the industrial sector, due to the attraction of foreign investment in recent years, a number of important facilities have been launched. [22] Mining and processing of building materials is traditionally carried out: tuff , felsite , travertine , basalt , perlite , limestone , pumice , marble and others. Cement is produced. Based on the development of copper ore deposits in Kapan , Kajaran , Agarak and Akhtal , a smelter in Alaverdi operates. Aluminum, molybdenum and gold are produced from local raw materials. Diamond cutting is in progress. The Vanadzor Chemical Complex, which includes 25 enterprises, is operating. The production of wine and cognac products is growing. There are enterprises producing metal-cutting machines, pressing and molding equipment, precision instruments, synthetic rubber, tires, plastics, chemical fiber, mineral fertilizers, electric motors, tools, microelectronics, jewelry, silk fabrics, knitwear, hosiery, and software. In 2018, over 800 companies worked in the field of information technologies in Armenia, and the number of specialists involved in this sector exceeded 15 thousand. The average annual growth in the field of information technologies in Armenia amounted to over 26%. [27]
Agriculture
Approximately 45% of the country's area is allocated for agricultural needs, and only 20% is processed. [22] Pasture land accounts for 25%. Large areas of arable land are present in only three areas: on the Ararat plain , where usually two or three crops are harvested per year, in the Araks river valley and on the plains adjacent to Lake Sevan . Soil erosion is a serious obstacle to the development of agriculture. The main crops are melons , potatoes , wheat , grapes , fruit, essential oils, sugar beets , cotton , tobacco , tea . Livestock specializes in dairy and beef cattle breeding, sheep are raised in mountainous areas. [22]

Key Aspects of Armenia's Foreign Trade
After declaring independence in 1991, when conducting market reforms and creating an open liberal economy, Armenia took serious steps towards creating the prerequisites for the fastest integration into the world economy, establishing strong contacts with leading foreign countries and integration groups in various areas of economic cooperation. However, a number of existing factors did not allow Armenia to ensure substantial economic growth and take its rightful place in the system of international economic relations. Among these factors are:
β’ βinheritanceβ of the Soviet system. After the collapse of the USSR, Armenia received an absolutely unsustainable economy, finding itself, perhaps, in the most difficult situation of all the countries of the Caucasus. From an agro-industrial country where metalworking, mechanical engineering, chemical, light, food industries developed, Armenia turned into a small state vulnerable to recession. The rapid collapse of the USSR entailed the loss of traditional markets for Armenia [28] ;
β’ economic isolation. Armenia does not have free access to the sea, although it is located between the Black and Caspian Seas. Due to the conflict over Nagorno-Karabakh, it has been cut off from Azerbaijan and Turkey since 1991 and 1993, respectively. It is not possible to maintain a high level of economic cooperation with such a neighboring country as Iran due to the lack of good transport arteries [29] ;
β’ scarce natural resource base. Despite the presence of deposits of various ores, marble, rock salt, Armenia cannot supply its industry with its own raw materials [29] ; Moreover, the lack of oil and gas reserves force the country to mainly rely on imported raw materials;
β’ high trade deficit. Finding almost the entire territory of the country in mountainous terrain, insufficient land and poor lands led to a shortage of food products, which have to be covered by imports, selling industry products in exchange [29] . But the fact is that the value of imports regularly exceeds the value of exports, as a result of which the trade deficit continues to grow, reaching 30% of GDP, and remains one of the main obstacles to the economic development of the republic. The deficit is covered by international assistance, loans and borrowings. Therefore, the country has significant external debt, which in 2016 amounted to 53.4% ββof GDP [30] ;
β’ vulnerability to the economic downturn in Russia. The economy of Armenia, being a strategic and trade partner of Russia, largely depends on the economic situation in this country [31] , its political and commercial support, and this is due to three reasons:
1. In the total volume of private transfers coming to Armenia from abroad, money transfers transferred by compatriots who left for Russia to work earn the first place ($ 1,434 million in 2014, 82.9% of the total volume of private transfers to the republic) [32] .
2. Russia is the main trade partner of Armenia, which accounts for about 20% of the republicβs foreign trade [33] .
3. Russia confidently takes the position of the main foreign investor in the Armenian economy (15% of the total of all direct foreign investments is Russian).Moreover, many large enterprises located on the territory of the republic have passed into the ownership or control of Russia (among them a number of objects of the fuel and energy complex: Sevan-Hrazdan cascade (seven hydroelectric power stations on the Hrazdan river), distribution electric networks, Hrazdan TPP, etc.) [34] .
