Education
In 1992, he graduated from St. Petersburg State University with a degree in Law. While working at the prosecutor’s office, he studied in absentia at the Orthodox St. Tikhon Humanitarian University , where he received an Orthodox theological education [1] .
In 1999 he defended his thesis for the degree of candidate of legal sciences on the topic "Tenure and Ownership Protection in Civil Law".
According to the data for 2013, he was a doctoral candidate at the Department of Civil Law at the Faculty of Law of St. Petersburg State University (academic adviser was academician G.K. Tolstoy ) [2] .

In 1985-1986, he was a 1st year student of the full-time department of the Law Faculty of St. Petersburg State University .
In 1986-1988, he served in the Soviet Army .
In 1988-1992 - a 2–5 year student of the full-time department of the Law Faculty of St. Petersburg State University .
In 1992 - assistant to the prosecutor of the Vyborgsky district of St. Petersburg .
In 1992-1994, he was an investigator of the prosecutor's office of the Vyborgsky district of St. Petersburg.
In 1994-1997, he was the prosecutor of the department for supervision of the implementation of laws on federal security of the prosecutor's office of St. Petersburg.
In 1997-1998 - Deputy Prosecutor of the Moscow Region of St. Petersburg .
In 1998-2001 - prosecutor of the Moscow region of St. Petersburg.
In 2001-2005 - Deputy, First Deputy Prosecutor of St. Petersburg.
In 2005 (February – November) - prosecutor of Bashkiria . In this position, he began an investigation into the mass beatings by police of local residents in Blagoveshchensk , as well as the legality of the privatization of enterprises in the fuel and energy complex of Bashkiria in 1993. According to the results of the investigation of the events in Blagoveshchensk, only eight police officers were transferred to court; as a result of the prosecutor’s inspection, the head of the Ministry of Internal Affairs of Bashkiria Rafail Divaev retained his post [3] .
November 14, 2005 - May 12, 2008 - Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District [4] [5] .

On July 1, 2008, he was appointed Special Representative of the President of the Russian Federation for Cooperation with the European Union in the Field of Freedom, Security and Justice [6] .
