The high-rise administrative building “NII Delta” is an office and shopping complex at the intersection of Schelkovskoye Highway and Lilac Boulevard in the Northern Izmailovo District of the Eastern Administrative District of Moscow .

This high-rise building, according to the architectural-planning assignment approved by the town-planning council under the chief architect of the city of Moscow , was built as a laboratory building for the Design Bureau of semiconductor mechanical engineering (KBPM) in the system of the Ministry of Electronic Industry.
Construction work began in late 1971 . The input of the areas of the laboratory-production building (LPK) was carried out in parts:
- at the end of 1978, 31.2 thousand square meters (MFC) were commissioned;
- at the end of 1981, an additional 11,445 thousand square meters (MFC), 1,7 thousand square meters (parking) were introduced;
- At the end of 1982, another 2,035 thousand m² was commissioned (conference room).
The total area of the building with underground parking is about 50000 m², the building spot is 13446 m². The building with a total height of 132 meters has a unique architecture and consists of three volumes connected by transition stairs. The altitude part is divided by four technical floors (7, 11, 16, 20 m) into functional zones. At the base of the building is a stylobate (single-storey building with a mezzanine), 7.2 m high, with dimensions in plan 114 × 108 m. The main part is a 25-storey volume, with dimensions in plan - 36 × 42 m. Floor height - 5, 5 m. The building has eight passenger and one freight elevator, equipped with air pressure systems. On the roof of the building according to the project, a helipad is provided (later dismantled) and a group of cooling towers is located . A separate volume above the stylobate is a conference room with 500 seats, with dimensions of 40 × 40 m in plan. A parking lot is in operation , which is a one-story underground structure with an exploited roof .
In 1978, the Delta Research Institute, established by order of the USSR Ministry of Electronic Industry based on the part of the Semiconductor Engineering Design Bureau (KBPM), was placed on the partially taken areas of the high-rise building under construction. Research Institute "Delta" specialized in research, development and pilot production of integrated circuits for the needs of the national economy and special equipment. Developments of the Research Institute "Delta" provided the production of radio, television and video equipment based on domestic microcircuits.
Since 1993, began renting vacant space.
In 2002, the Research Institute of Microelectronics Nanotechnology became known as the Open Joint Stock Company “New Investment Initiative“ Delta ”. The main focus of its activity is the management of real estate, renting space for rent .
