History

He began broadcasting under the name "Russian universities" on June 8, 1992 . From June 8, 1992 to January 16, 1994, jointly broadcast with the Ostankino Channel 4 , from January 17, 1994 to November 10, 1996 - jointly with NTV [2] . On January 9, 1993, the 4th television channel was transferred to the All-Russian State Television and Radio Broadcasting Company (VGTRK) in full, but on April 2, 1993 it was returned to the Russian State Television and Radio Broadcasting Company Ostankino (RGTRK Ostankino). In a number of printed television programs (the 7 Days and TV PARK magazines, as well as the Antenna-Telesem, Argumenty i Fakty , Komsomolskaya Pravda , and Segodnya newspapers), the TV channel was designated under the logo RTR - Russian Universities [3] .

The channel showed scientific and educational programs, lectures [4] , as well as documentaries [5] of its own production, which were then recorded and shown in schools [6] . The program also frequently included such programs as conversations of academicians Dmitry Likhachev , Alexander Panchenko , Yuri Lotman , theater historian Alexander Anikst, and others [7] . In 1995-1996, Formula-1 was shown on television (in 1995, qualifications, in 1996, qualifications and races, both within the Chrono TV magazine, in whole or in part, in equal shares with RTR ) [8] [9 ] . Also in 1996, one match was shown from the round of the Russian Football Championship (another one showed RTR) [10] .

In the last days of broadcasting on the channel went on the transfer of satellite channel "RTR-Television Network" "Meteor-Kino". From November 11, 1996, the entire fourth channel was broadcast on NTV [11] [12] .

On September 20, 1996, by the Decree of the President of the Russian Federation No. 1386 “On Stabilization of Activities and Improving the Quality of Broadcasting of the All-Russian State Television and Radio Broadcasting Company and NTV Television Company”, the fourth television channel, at the suggestion of the All-Russian State Television and Radio Broadcasting Company and NTV Television Company, was assigned 24 hours a day. The decree noted that "the television companies agreed on the preservation in the broadcasting network of the NTV television station of a block of educational and cultural-educational programs created by the creative teams of the All-Russian State Television and Radio Company (13:00 to 14:00)" [13] [14] . Initially, the unit was called “Russian universities”, then changed its name to “Open World” [15] . However, in the summer of 1997, this block was excluded from the NTV broadcasting network due to its low ratings [16] [17] .

The main part of the former employees of the channel in 2000 was attracted by Boris Vishnyak (former general director of TVC and president of the Education in the Third Millennium Foundation) to work on the Teleshkol channel, which broadcast on the NTV-Plus satellite platform [18] .
