He was elected a deputy to the Supreme Soviet of the RSFSR of the 10th and 11th convocations ( 1980 , 1985 ). On December 17, 1995, he was elected to the second convocation of the State Duma of the Russian Federation on the federal list of the Communist Party electoral association. He was a member of the Communist Party faction, chairman of the Committee on Federal Affairs and Regional Policy.

On December 19, 1999, he was elected to the State Duma of the third convocation again on the federal list of the Communist Party electoral association, was a member of the Communist Party faction, chairman of the Committee on Federal Affairs and Regional Policy, in April 2002 , after changing the package agreement between the factions to share leadership posts committees, resigned and became a member of this committee.

L. A. Ivanchenko was a representative of the radical opposition wing of the Communist Party of the Russian Federation . In 2004 he joined the group under the leadership of V. I. Tikhonov , who tried to dislodge G. Zyuganov. As a result, this wing separated from the Communist Party of the Russian Federation , and L. A. Ivanchenko was elected deputy chairman of the Politburo of the Central Committee of the All-Russian Communist Party of the Future .
