Born on October 11, 1967 in the village of Kantyshevo, Chechen-Ingush Autonomous Soviet Socialist Republic. Ingush .
He graduated from the Irkutsk Institute of Railway Engineers with a degree in Railway Engineering in 1998, and from St. Petersburg University of the Ministry of Internal Affairs with a degree in Jurisprudence, Ph.D.

On March 14, 2001, he was wounded by two machine gun bullets as a result of an assassination attempt in central Moscow. However, the matter did not get to the court: in 1999, while continuing to remain under investigation, Kodzoev ran for the State Duma and was elected, thereby obtaining parliamentary immunity.
