Biography
Grandfather Rafiq Nishanova was from Shakhrisabz . [1] Nishanov was born in the family of an agricultural laborer [2] . Member of the CPSU since 1949 . He graduated from the Tashkent Evening Pedagogical Institute (1959) with a degree in history teacher. Candidate of Historical Sciences (1969) [3] . Since 1942 - collective farmer of the collective farm "Chirchik" of the Bostanlyk district of the Tashkent region . In 1943 - Secretary of the Executive Committee of the Gazalkent Council of the Bostanlyk District. Since 1944 - Instructor, Second Secretary of the Bostanlyk District Komsomol Committee. In 1945 - 1950 he served in the Soviet Army. Since 1950 - head of the department of the October District Committee of the Komsomol of Uzbekistan in the city of Tashkent [3] .
In 1951 he switched to party work, he was an instructor, head of department, secretary of the October district party committee of Tashkent. Since 1955 - Head of the Political Department of the Fire Department of the Ministry of Internal Affairs of the Uzbek SSR. In 1956 he became the head of one of the departments of the Tashkent city party committee. Since 1959 - First Secretary of the October District Party Committee of the capital of the Uzbek SSR [3] .
Since 1962 - Chairman of the Tashkent City Executive Committee. Since 1963 - Secretary [3] and member of the Bureau of the Central Committee of the Communist Party of the Uzbek SSR .
In 1970 he moves to diplomatic work; he is the Ambassador Extraordinary and Plenipotentiary of the USSR in Sri Lanka and concurrently in the Republic of Maldives ( Sergey Lavrov worked as an assistant at the embassy) [2] . Since 1978 - Extraordinary and Plenipotentiary Ambassador of the USSR in Jordan [3] .
In 1985, Rafik Nishanov returned to his homeland, where he held the post of Minister of Foreign Affairs of the Uzbek SSR [3] .
From December 9, 1986 to April 9, 1988 - Chairman of the Presidium of the Supreme Soviet of the Uzbek SSR [3] and ex officio deputy chairman of the Presidium of the Supreme Soviet of the USSR.
From January 12, 1988 to June 23, 1989 - First Secretary of the Central Committee of the Communist Party of the Uzbek SSR [3] (his successor was Islam Karimov ).
On June 6, 1989 he was elected Chairman of the Council of Nationalities of the Supreme Soviet of the USSR [3] (he was one of the permanent presidents of the plenary sessions of the Supreme Soviet of the USSR ).
Since September 1991 - Advisor to the President of the USSR [3] .
On October 21, 1991, according to the USSR Law of September 5, 1991 No. 2392-I “On the bodies of state power and administration of the USSR during the transition period”, the Council of Nationalities was formed instead of the Council of Nationalities, but no corresponding amendments were made to the USSR Constitution, and the Council of Nationalities de jure continued to exist in accordance with Article 111 of the USSR Constitution until the adoption of the declaration on the termination of the existence of the USSR on December 26, 1991.
Since November 1991 - a pensioner [3] .
In 2012, he published a book of memoirs “Trees are turning green before blizzards” [1] .
In December 2015, on the eve of the 90th anniversary, he was awarded the Order of Honor [4] .
