State Courier Service of the Russian Federation

The State Courier Service of the Russian Federation ( GFS of Russia ) is a federal service in the structure of federal executive bodies of the Russian Federation .

The State Courier Service of the Russian Federation (GFS of Russia) is a federal executive body that exercises special functions in the field of providing federal courier communication in the Russian Federation and is part of the system of federal executive bodies supervised by the President of the Russian Federation. Refers to state militarized organizations that have the right to acquire military hand small arms and other weapons [3] .

The SFS of Russia is headed by the Director of the State Courier Service of the Russian Federation, who is appointed and dismissed by the President of the Russian Federation.

History

The history of the SFS of Russia dates back to December 17, 1796 , when Emperor Paul I signed a decree on the creation of a separate courier corps . The personnel of the Courier’s Corps (courier) provided delivery of orders, reports, securities, parcels, as well as escort of high-ranking officials.

In the Soviet period, the Foreign Communication Service was established on the basis of the Feldjäger Corps under the Office of the Command Staff of the All-Russian General Staff , which after the October Revolution of 1917 became the successor to the imperial Feldjäger Corps, then was reorganized and subordinated several times to various departments (Cheka - GPU - OGPU - NKVD, Ministry of Internal Affairs of the USSR, Ministry of Communications of the USSR).

Since 1920 - Courier Corps of the Red Army ; from August 6, 1921, courier communication was created in the structure of the Cheka [4] .

On November 25, 1991, the Office of the Courier Service at the Ministry of Communications of the USSR was transformed into the State Courier Service of the RSFSR under the Ministry of Communications of the RSFSR .

On September 30, 1992, the State Courier Service of the RSFSR under the Ministry of Communications of the RSFSR was transformed into the Federal Office of Courier Communications under the Ministry of Communications of the Russian Federation .

On January 24, 1995, the Federal Office of Courier Communication under the Ministry of Communications of the Russian Federation was reorganized into the State Courier Service of the Russian Federation (GFS of Russia) [5] .

On September 6, 1996, the State Courier Service of the Russian Federation was transformed into the State Courier Service of the Russian Federation of the Ministry of Communications of the Russian Federation (SFS Ministry of Communications of Russia) [6] .

On August 20, 1997, the State Courier Service of the Russian Federation of the Ministry of Communications of the Russian Federation was transformed into the State Courier Service under the Government of the Russian Federation [7] .

On May 17, 2000, the State Courier Service under the Government of the Russian Federation was transformed into the State Courier Service of the Russian Federation (GFS of Russia).

Currently, courier communications units are located in all regional, provincial and republican centers of Russia, as well as in a number of large cities of important economic importance.

Tasks

According to clause 2 of the Regulation, the main tasks of the SFS of Russia are:

  1. ensuring prompt delivery and guaranteed safety of items of special importance, top secret, secret and other official items (hereinafter referred to as correspondence):
    • President of the Russian Federation ;
    • Administration of the President of the Russian Federation;
    • Chairman of the Government of the Russian Federation ;
    • Government of the Russian Federation;
    • Office of the Government of the Russian Federation ;
    • federal executive bodies of the Russian Federation;
    • bodies of the Prosecutor's Office of the Russian Federation ;
    • bodies of the Investigative Committee of the Russian Federation;
    • judicial authorities of the Russian Federation ;
    • The State Council and the Security Council of the Russian Federation , the Central Election Commission and the Accounts Chamber of the Russian Federation ;
    • public authorities of the constituent entities of the Russian Federation;
    • local governments by decision of the Government of the Russian Federation;
    • Council of the Federation of the Federal Assembly of the Russian Federation and the State Duma of the Federal Assembly of the Russian Federation , legislative (representative) bodies of state power of the constituent entities of the Russian Federation;
    • The Ministry of Defense of Russia , the command and control bodies of the branches of the Armed Forces of the Russian Federation, military branches, military districts, fleets, regional bodies of the Ministry of Emergencies of Russia , the Ministry of Internal Affairs of Russia , the Russian Guard , the National Guard Troops of the Russian Federation and the FSB of Russia ;
    • administrations of industrial and military facilities of especially important state importance, by decision of the Government of the Russian Federation;
  2. delivery of correspondence, as well as technical documentation and samples of industrial products outside the territory of the Russian Federation, by decisions of the President of the Russian Federation and the Government of the Russian Federation;
  3. delivery of correspondence between the heads of foreign states and heads of governments of foreign states, state authorities of the states parties to the Agreement on Intergovernmental Courier Communication;
  4. delivery of correspondence of the bodies of the Commonwealth of Independent States , the Customs Union , EurAsEC located in the Russian Federation;
  5. management of territorial bodies of the SFS of Russia and organizations supporting the activities of the SFS of Russia (hereinafter referred to as subordinate organizations) created to solve the tasks assigned to the SFS of Russia.

Activities

The courier communication units are located in all regional, provincial and republican centers of Russia, as well as in a number of large cities of important economic importance. The unified system of federal courier communications bodies includes divisions of the central apparatus, territorial bodies (5 departments in the city of Moscow, 9 departments in the federal districts, 1 regional department, 85 departments in the capitals and administrative centers of the constituent entities of the Russian Federation , in the cities of Sochi and Mineralnye Vody ) [ specify ] , as well as structural units of territorial bodies of the federal courier service in other cities.

Federal courier communication agencies deliver correspondence on 112 permanent routes: 60 by air, 36 by rail and 16 by road. About 300 employees of the federal courier communications are located on airplanes and trains daily. In addition, meetings and farewells are regularly held for employees of the Intergovernmental Courier Service arriving in Moscow on 12 interstate routes.

Units of the SFS of Russia regularly take part in the delivery of election documents and protocols on the voting results during the election of the President of the Russian Federation, deputies of the State Duma of the Federal Assembly of the Russian Federation, elections to government bodies of constituent entities of the Russian Federation.

Director

The SFS of Russia is headed by the Director of the State Courier Service of the Russian Federation, who is appointed and dismissed by the President of the Russian Federation. The director is personally responsible for the implementation of the tasks assigned to the SFS of Russia in the established field of activity.

In recent Russian history, the head of the courier communication was:

  • Valery Valentinovich Andreev (1991-1995).
  • Victor Nikonorovich Solkin (1995-1999).
  • Andrei G. Chernenko (1999-2002).
  • Gennady Alexandrovich Kornienko (2002 - June 25, 2012, No. 886).
  • Valery Vladimirovich Tikhonov (since June 25, 2012, No. 888).

Deputy Directors

The number of deputy directors is established by the President of the Russian Federation.

As of January 1, 2013, the Director of the SFS had the following deputies:

  • Bocharnikov Vladimir Alekseevich, lieutenant general of the internal service (from 1994 to 2000 - deputy director of the SFS of Russia; from 2000 to 2005 - first deputy director of the SFS of Russia; from 2005 to the present - deputy director of the SFS of Russia).
  • Alexander N. Kaledkin, lieutenant general of the internal service (from 1995 to 1999 - head of the Personnel Department of the State Fire Service of Russia; from 2000 to 2002 - head of the Staff of the State Fire Service of Russia; in 2002 - chief consultant and assistant director of the State Fire Service of Russia; from 2002 to 2008 - head of the Department of Affairs SFS of Russia; from 2008 to 2011 - Head of the Logistics Support Department of the SFS of Russia; from June 23, 2011, No. 852 - Deputy Director of the SFS of Russia).
