Angarsk urban district

Angarsk district - an administrative-territorial entity ( district ) and the eponymous municipality formed within its borders with the status of an urban district in the southern part of the Irkutsk region of Russia . The administrative center is the city of Angarsk .

Content

History

In 1993, the city ​​of Angarsk from the Irkutsk and Usolsky districts was allocated an area of ​​71,973 hectares. In 1997, the Angarsk district was officially formed.

On December 31, 2004, the Law of the Irkutsk Region established two municipalities:

  • Angarsk municipality with the status of urban settlement (the city of Angarsk itself);
  • Angarsk municipality of the Irkutsk region (AMO) with the status of a municipal region , which included the city of Angarsk and other municipalities.

Since that time, for more than ten years, Angarsk was one of three cities in Russia with a population of more than two hundred thousand people (along with Balakovo and Nizhnekamsk ) who do not have the status of an urban district . This laid the potentially conflicting structure in the budget, social and other spheres. In 2005, numerous actions were held in the city for assigning the status of urban to the Angarsk municipal district, and in April 2006 the population of Angarsk voted in a referendum for unification with the villages of Meget and Savvateevka into a single municipal formation. The population of the village of Odinska refused to participate in the referendum, postponing the adoption of the decision in the spring of 2007 . In the spring of 2007, village deputies again refused to call a referendum, depriving residents of the opportunity to determine the fate of the AMO. As a result, a decision on the status of the urban district was not made.

The law of the Irkutsk region dated June 21, 2010 No. 49-OZ “On the administrative-territorial structure of the Irkutsk region”, the Charter of the Irkutsk region, defines the status of the Angarsk region as an administrative-territorial formation of the region [5] [6] [7]

By the law of the Irkutsk region dated December 10, 2014 No. 149-OZ [8] , from January 1, 2015 all municipalities of the Angarsk municipal entity (the municipal entity “the city of Angarsk” , the Megeti municipal entity , the Odinsky municipal entity and the Savvateevsky municipal entity ) are combined into the Angarsk urban municipality endowed with the status of an urban district .

Borders

The Angarsk district borders on the Irkutsk , Shelekhovsky and Usolsky districts. The area of ​​the district is 1150 km² .

Characteristic

In 2010, the total population was 252.7 thousand people, of which 2924 were rural. Due to the low birth rate in the region, there is an increase in the share of people of working age and older, due to a decrease in the share of children in the total population.

According to the law of the Irkutsk region No. 105-oz dated December 16, 2004 “On the status and boundaries of municipalities of the Angarsk region of the Irkutsk region” [17] the territory of the Angarsk municipal formation includes the territories of the following municipalities, uniting 10 settlements:

Resources

Forest resources are estimated at 6.0 million m³ , of which coniferous species - 2.9 million m³. However, over 80% of the forested area is occupied by plantings of young age groups, and operational reserves amount to only 0.8 million m³, including 0.3 million m³ of coniferous species.

Water resources are almost unlimited (in terms of quantity, not quality).

The raw material base consists of 6 natural mineral deposits, only two are exploited. Products of their extraction are used, inter alia, as building materials.
