History

The company was commissioned in 1966 [1] . The Volkhov oil refinery was built in record time: the construction of the plant began in 1961, and on March 22, 1966, an act of the state commission on the commissioning of the first stage of the oil refinery was signed [2] . The plant then was a minimally necessary set of plants whose task was to provide the North-West with gasoline, diesel fuel and fuel oil. Since 1974, KNPZ has begun production of raw materials for the petrochemical industry. Benzene , toluene , isopentane , normal pentane and butane , nefras appeared in the product range of the plant. In 1981, a catalytic reforming unit was launched, capable of processing up to a million tons of raw materials per year, and in 1988, hydrotreating diesel fuels with a capacity of two million tons.

In 1993, a vertically integrated company , Surgutneftegas , was established with its Kirishi refinery. The activities of Surgutneftegas Holding cover the entire technological chain from exploration and production of hydrocarbons to processing, distribution and marketing of products.

Since 1996, the status of the refinery has been PO Kirishinefteorgsintez LLC. The prospects of the refinery are related to the deepening of oil refining. In this connection, the refinery management decided in 2001 to build a kerosene-diesel hydrocracker, which implies a complete conversion of the feedstock during hydrocracking.

The company produces unleaded motor gasoline, diesel fuel, jet fuel, fuel oil, petroleum bitumen, hydrocarbon liquefied gases, petroleum aromatics and solvents, polyalkylbenzene, linear alkyl benzene, petroleum paraffins, sulfuric acid, sulfur, roofing materials. The plant produces about 80 types of oil products and exports about 80% of its products. The plant's products are sold both in Russia and abroad: the North-Western region of the Russian Federation, Western and Eastern Europe.

In March 2003, the company decided to restructure the quality management system in accordance with the requirements of international standards ISO 9001: 2000.

In order to enter the world market, the enterprise began to implement a project for a complex of deep oil refining of kerosene-diesel version.

The company regularly modernizes the technological scheme of the enterprise in order to improve the quality of its products, reduce operating costs, increase production safety and preserve the living environment. During the modernization, 8 large production facilities were reconstructed, including the Isomalk-2 isomerization unit and xylene isomerization unit [3] . Thanks to this, it became possible to produce Euro-4 gasoline of the Euro-92/4 Regular and Premium Euro-95/4 brands, diesel fuel with a sulfur content of 50 ppm and diesel fuel with a sulfur content of 10 ppm.

Incidents

March 18, 1986 accident

On March 18, early in the morning, at a Kirishi oil refinery, when filling a tank with a capacity of 10 thousand tons, gasoline overflow occurred due to the oversight of the operators, and fuel fumes flared up in the bunker of the tank, and the tank itself caught fire. The fire damaged the automatic control system of the valves, so it was impossible to open them for pumping gas to a neighboring tank. Given the complexity of the fire and the real threat to the city of Kirishi, all the forces of the city garrison were thrown to eliminate it, 23 main and special fire trucks and 20 tons of blowing agent were sent from Leningrad to help. To get closer to the reservoir, I had to fill a dam of sand and gravel. Firefighters worked standing chest to chest in a mixture of water and gasoline. For two days, cooling of the tank and the burning valves with water continued, after which a foam attack was launched inside the burning tank. For this, a hole measuring 2.5 × 1.5 m was cut out in the tank wall by gas cutters. A foam attack using 23 GPS-600 stations and 2 GPS-2000 stations eliminated combustion inside the tank. Extinguishing the heaviest fire in its complexity lasted 85 hours. Nine times the fire experienced firefighters with strong flashes of gasoline vapor, while the burning area reached 8,000 square meters. m. In combat areas, a significant number of fire hoses and fire-fighting equipment were burned. During the extinguishing, firefighters repeatedly showed examples of true heroism, ingenuity, and non-standard technical solutions. Given the scale of the fire, foaming agent was transported from other areas. In particular, a foam extinguishing vehicle was used on the MAZ-7310 chassis from Balashikha near Moscow, which delivered 12 tons of a foaming agent.

The 19 most distinguished fire fighters were awarded orders and medals.

May 29, 2008 crash

On May 29, at about 2 hours and 30 minutes, an explosion occurred and subsequent ignition at the LG-24 / 7-1200 installation (hydrotreatment of diesel fuel). Explosion and fire arose as a result of leakage of the hydrogen-containing mixture in the compressor room. The fire was assigned the third category of complexity, it was possible to eliminate it in an hour from the start [10] .

As a result of the accident, one person died, four received serious burns [10] , but the doctors failed to save them [11] .

To investigate the causes of the accident, experts from Rostekhnadzor were involved as experts [12] .

Fire August 5, 2009

In the morning, in one of the workshops, a diesel hydrotreater ignited. No one was hurt as a result of the fire. The fire was eliminated at 11:10 Moscow time [13] .

According to the regional department of the Ministry of Emergencies, a message about the ignition of the furnace installation in the tank farm of the enterprise was received on August 5, 2009 at 10:32 Moscow time. At 10:58 Moscow time, the fire, which was assigned the third category of complexity, was localized.

Accident May 25, 2017

When gas hazardous work was carried out by VGSO employees on a hydraulic shutter of the flare line of workshop No. 42 at 9:30, an explosion and subsequent ignition occurred, which was eliminated by the fire department at 9:55 [14] . Two soldiers of the squad died on the spot. Two received serious burns - 90 and 70% of the body. It was not possible to save them. In the evening of May 25, a criminal case was opened under article 217 of the Criminal Code of the Russian Federation (violation of safety rules at hazardous facilities). [fifteen]
