On January 5, 1992, the State Technical Commission was established under the President of the Russian Federation (State Technical Commission of Russia) [2] .

On March 9, 2004, the State Technical Commission of Russia was transformed into the Federal Service for Technical and Export Control of the Russian Federation (FSTEC of Russia) [3] .

Since May 20, 2005, the service became known as the Federal Service for Technical and Export Control (FSTEC of Russia) [4] .

On November 24, 2005 , by a decree of the President of the Russian Federation , in order to implement a unified state policy in the field of heraldry , streamline the official symbols of federal executive authorities, preserve and develop historical traditions in the field of heraldry, the flag of the Federal Service for Technical and Export Control was established. This decree entered into force on November 28, 2005 .

Flag

The flag of the Federal Service for Technical and Export Control is a white rectangular cloth with the State flag of the Russian Federation in the roof.

In the center of the right half of the banner is the heraldic emblem of the Federal Service for Technical and Export Control.

The ratio of the width of the flag to its length is one to one and a half. The ratio of the square to the flag square is one to four. The ratio of the height of the emblem to the width of the flag is one to two.

On March 6, 2002 , by a decree of the President of the Russian Federation, in order to implement a unified state policy in the field of heraldry, streamline the official symbols of federal executive bodies, preserve and develop historical traditions in the field of heraldry, a heraldic emblem was established on the State Technical Commission under the President of the Russian Federation (State Technical Commission of Russia) [5] .

This decree entered into force on March 11, 2002 .

On August 16, 2004 , in connection with the transformation of the State Technical Commission of Russia into the FSTEC of Russia, the previous decree was amended [6] .

The heraldic emblem of the Federal Service for Technical and Export Control is a triangular heraldic shield. The shield field is red with a wide edging of natural steel color. In the shield field there is a golden multilingual torch with golden lightning four-sided fan-shaped, four-sided. On the border of the shield, gold and silver heraldic roses alternate. Shield - in the claws of up to half a silver two-headed eagle with spread wings spread upwards. The eagle is crowned with three crowns connected by a ribbon.

The heraldic emblem of the Federal Service for Technical and Export Control can be performed in black and white.

It is allowed to use the heraldic shield with figures in it as a separate emblem of the Federal Service for Technical and Export Control (small emblem).
