Born in Lviv, Ukrainian SSR. In 1975 he graduated from the Faculty of Geography of Moscow State University .
In 1975-1991 he worked at the Central Economic Research Institute (CENII) under the State Planning Commission of the RSFSR (later - the Ministry of Economy of Russia).
In 1992 - Head of the Department of the Ministry of Labor of Russia. In October 1993 - April 1994 - Deputy Minister of Social Protection of the Russian Federation [1] .
The head of the department in the presidential administration in 1994-1995 [1] .
In 1999-2003, he was the head of the department of social development of the apparatus of the Government of the Russian Federation [1] . Doctor of Economics (2000, thesis "The economic foundations of social policy in the context of reforms: issues of methodology, theory and practice"), professor.
In 2003-2006 - Vice President of the Russian Union of Industrialists and Entrepreneurs .
