Paris Charter

The Paris Charter ( eng. Paris Charter ), or the Paris Charter for a New Europe ( eng. Charter of Paris for a New Europe ), was adopted at the Meeting of Heads of State and Government of the States Parties to the Conference on Security and Cooperation in Europe ( CSCE ) - Austria Belgium , Bulgaria , Hungary , Germany , Greece , Denmark , Ireland , Iceland , Spain , Italy , Canada , Cyprus , Liechtenstein , Luxembourg , Malta , Monaco , the Netherlands , Norway , Poland , Portugal , Romania , San Marino , the Holy See , United Kingdom , United States of America , The Soviet Union , Turkey , Finland , France , the Czech and Slovak Federal Republic , Switzerland , Sweden and Yugoslavia , held in Paris from November 19 to 21, 1990 .

The prerequisite for signing the charter was the coming to power of Mikhail S. Gorbachev , who set a course for establishing an atmosphere of trust and mutual understanding with Western countries. The Charter of Paris was adopted by 32 European states, the United States and Canada. At the meeting, an agreement was reached on a large-scale reduction of the armed forces of ATS and NATO . The charter reaffirmed the loyalty of the participants in the Meeting to the 10 principles of the Final Act adopted in Helsinki in 1975. The Paris meeting was the first international meeting after the Helsinki Meeting. A program of international cooperation was outlined, and the commitment of member countries to democracy based on respect for human rights and ensuring universal prosperity while guaranteeing economic freedom and social justice was shown. The signing of the Charter of Paris testified to the end of hostile confrontation in Europe.
