Gochiyaev, Achimez Shagabanovich

Achimez (Achemez) Shagabanovich Gochiyayev (b. September 28, 1970, Karachayevsk , Karachay-Cherkess Autonomous Soviet Socialist Republic , RSFSR , USSR ) - the leader of the Karachai Wahhabis . One of the organizers of terrorist acts, including the bombings of residential buildings in Moscow and Volgodonsk in September 1999 , the only one still on the wanted list [1] . He disappeared, having received from Khattab a significant amount of money for the preparation and conduct of a series of terrorist attacks carried out in the Stavropol Territory in 2001, without paying the performers [2] .

Biography

He graduated from the Karachay Secondary School No. 3, then entered the History Department of the Karachay-Cherkess Pedagogical University [3] . Not having studied two courses, dropped out and went to military service [3] . In October 1990, 3 months before being transferred to the reserve, he fled from his unit [3] - his mother was seriously ill [4] . As she told, Achimez always felt sorry for her: “As soon as I felt sick, he immediately abandoned everything and rushed to me” [4] . The deserter was put on the wanted list, but the case was quickly hushed up: he was retroactively dismissed and handed over a military ticket [4] (they note that the military prosecutor’s office was not informed of this, and Gochiyaev continued to be a fugitive [4] ). According to one evidence, in 1990-1996 he lived in Moscow, where he was engaged in construction, received a lot of money, but lost a lot in the casino , incurred debts that he could not repay, and then returned to Karachaevsk [5] [6] .

After marrying Madina Abaeva, whose family was known in Karachayevsk for her radical religious views, became close to the Wahhabis [3] [5] (they note that Gochiyaev’s mother was against this marriage [4] ). In 1997, Gochiyaev went to study at the Yoldiz Madrasah in Naberezhnye Chelny , where he met Denis Saytakov [4] [6] . Later, they, along with Saytakov, were trained in one of the sabotage and terrorist camps of Arab amir Khattab [4] . The newspaper Izvestia (May 13, 2002) calls Gochiyaev a pupil of the Karachay-Cherkess Jamaat and its leader Ramazan Borlakov [7] . Then, in 1997, Gochiyaev became the leader of the Wahhabis in Karachaevsk [7] , the mullah ( imam [5] ) of the mosque [8] [9] , which was located in the billiard room [5] [ 5] [11] converted in 1998 [10 ] . He sent parishioners to the camps of Khattab and Bagautdin Kebedov , his supporters created new Wahhabi organizations in the republic [10] .

In February 1999, the first armed clash between Wahhabis and the police occurred in Karachayevsk , then Mansur Abayev, brother of Gochiyayev’s wife, was shot dead [4] [11] . Wahhabi activists were ransacked, more than 30 people were detained, among them Gochiyaev, but most of them were soon released, Gochiyaev spent almost two months in a pre-trial detention center - a case of desertion surfaced [4] . While the investigation was ongoing, he was released in May 1999 on a recognizance not to leave, which Gochiyaev violated (in August 1999, Yu. Latynina indicates his appearance in Moscow [6] ). Arriving in Moscow, he, along with Saytakov, began preparing terrorist acts. They left Moscow on September 13 [4] .

On September 8-16, 1999, together with his accomplices Yusuf Krymshamkhalov , Adam Dekkushev , Denis Saytakov , Hakim Abaev and others, organized a series of terrorist acts - the bombings of apartment buildings in Moscow and Volgodonsk. He was recognized by the court as one of the organizers of the bombings on September 8 and 13, 1999 in Moscow [4] (as noted, his authority after that was very high among his associates [7] ). He was called the main suspect in the organization of explosions in Moscow and Volgodonsk, $ 3 million was promised for his capture [5] . According to Pavel Evdokimov: “The initiator of the creation of the sabotage group is the Arab Abu Umar . The direct leader of the terrorists was A. Gochiyaev. D. Saytakov acted as an expert in the explosive business ” [12] .

According to Akhmed Talbeev, Gochiyaev joined the Wahhabis and acted with them because of the problems he had [5] .

In 2002, former FSB officer Alexander Litvinenko stated that he allegedly contacted Gochiyaev through intermediaries. According to Litvinenko, Gochiyaev claimed that he was framed [13] [14] . In 2003, human rights activist Lev Levinson stated that the films promised by Alexander Litvinenko with the testimony of Gochiyayev had not been provided to the public commission chaired by S. Kovalyov. Levinson explained that only a transcript was provided, "unknown by someone printed" [15] . According to Yulia Latynina , “in 2003, through Udugov in Turkey, he asked the emissary Berezovsky for $ 3 million to tell us that all this (explosions) was arranged by the bloody Chekists” [6] [9] [11] .

At the beginning of 2000, Gochiyaev reappeared in Karachaevsk, where at the general meeting of the Karachaevsky Jamaat , headed by R. Borlakov's successor Kh. Salpagarov, he declared himself Amir in the republic appointed by Khattab [7] . In addition, he said that he had allocated him $ 2 million to carry out terrorist acts in the North Caucasus against the Russian civilian population [7] .

According to the investigation, in 2000 Gochiyaev together with Salpagarov organized two explosions in Pyatigorsk on October 6 and December 8 [7] . However, soon Salpagarov and Gochiyaev diverged in a vision of further actions of the Karachai Jamaat led by them: Salpagarov headed the course for an armed uprising in Karachay-Cherkessia, Gochiyaev considered it premature and insisted on the continuation of the attacks [7] . Investigators and FSB investigators found out that it was Gochiyaev and his associates who organized three synchronous explosions in the Stavropol region on March 24, 2001 [7] . Through the arrest of one of them, Arasul Khubiev, the law enforcement authorities managed to uncover the Karachaevsky Jamaat and, after conducting a series of arrests, frustrate the Amir Salpagarov in Karachay-Cherkessia and the Bekkaev brothers in Kabardino-Balkaria who were preparing for the summer of 2001 [7] .

Russian Deputy Prosecutor General Nikolai Shepel, in an interview with Izvestia in January 2006, noted that during an investigation of a series of terrorist attacks in the Stavropol Territory in 2001, it turned out that Achimez Gochiyaev had received two million dollars from Khattab to prepare and carry out these attacks, however, in violation of preliminary agreements with the performers did not pay, but disappeared along with the money [2] .

Currently on the federal and international wanted list [16] . “The legendary Achimez Gochiyaev, who was involved in the bombing of houses in Moscow in the fall of 1999 and now leads the fundamentalist underground in the republic. The leadership of the Ministry of Internal Affairs of Karachay-Cherkessia at the beginning of this year publicly confirmed that Gochiyaev was alive and capable, ”the newspaper Vremya Novostei notes about him (03/22/2007) [17] . According to Irina Borogan (January 23, 2008), “after several successful operations by the competent authorities of the KCR against the Wahhabis, he disappeared abroad. Nothing is known of Gochiyaev’s whereabouts since 2002, but no deaths were reported. At the end of 2004, unverified information appeared that Gochiyaev was alive, alternately residing in Chechnya, then in the territory of the KCR and preparing for new attacks ” [10] . According to Yu. Latynina (2010), after Gochiyaev hid in the Pankisi Gorge, he moved to Turkey [6] .
