The rank was assigned by the Government of the Russian Federation to persons who held the position of Deputy Head of the State Tax Service of the Russian Federation, and since 1998 - Deputy Minister of the Russian Federation for Taxes and Duties.

The system of class ranks in the tax authorities of the Russian Federation was changed by Decree of the President of the Russian Federation of July 19, 2001 No. 876 “On approval of the Regulation on the class ranks of civil servants of the federal public service of the Ministry of the Russian Federation for taxes and duties and its territorial bodies and on the establishment of a monthly allowance to the official salary for the class rank. In accordance with the Decree of the Government of the Russian Federation dated April 8, 1992 No. 230 “Issues of the State Tax Service of the Russian Federation”, insignia for employees of the State Tax Service of the Russian Federation who are awarded class ranks are buttonholes on the collar and five-pointed stars on the buttonholes. Buttonholes - an elongated parallelepiped made of dark blue velvet, 30 mm wide, 70 mm long, edged with red cloth 2 mm wide. Buttonholes of the State Tax Service Advisor of the 1st rank - on a cloth lining without gaps with 3 embroidered gilded stars of 20 mm in size on each buttonhole.

In accordance with the Decree of the Government of the Russian Federation of June 29, 2000 No. 484 “On the Form of Clothing of Employees of the Ministry of the Russian Federation for Taxes and Levies,” the shoulder insignia and five-pointed shoulder straps are insignia for employees of the Ministry of the Russian Federation for taxes and levies that are awarded class ranks stars on uniform. The shoulder strap is a rectangle with parallel long sides, with a trapezoidal upper edge, with a metal button in the upper part. The length of the shoulder strap in the middle is 15 cm, the length along the side edge is 14 cm, the shoulder strap for workers with a class rank of State Tax Advisor of the I rank is 5.5 cm. The shoulder straps of the State Tax Advisor of the I rank are made of silver-colored special weave or the colors of the fabric of clothing without gaps on the cloth lining. Three silver-plated convex five-pointed stars with a diameter of 2.5 cm each are embroidered on the shoulder strap (in the middle along). The distance from the lower edge of the shoulder strap to the center of the first star is 4 cm, between the stars along the shoulder strap - 3.5 cm.
