The prototype made its first flight on April 29, 1991 . In 1993, serial production began, the first aircraft was delivered to the customer on March 30, 1993.

The development of the aircraft began in 1989 to replace the Cessna 500 Citation I. [1] In the main new aircraft used a modified version of the latest fuselage of the Citation family, a new wing and a new T- tail . Two Williams FJ44 turbofan engines were installed on the plane. [2]
