Born in Romania , in 1948 he moved to Israel . In 1955 he was called up for the fleet, graduated from the courses of naval officers, served on torpedo boats, in 1960 he joined the fleet of submarines. In 1967, together with his brother Abraham, he was sent to Britain to take the course of submarine commanders. Subsequently, he commanded the submarine Leviatan.
On January 25, 1968 , the Dakar submarine , on which Abraham served, disappeared in the Mediterranean Sea with 69 crew members during the transition to Haifa .
In 1973 , Barkai was appointed commander of a flotilla of missile boats. During the Doomsday War, he commanded naval battles at Latakia and Damietta . He was awarded the medal " For Distinction ".
In 1976 he was appointed commander of the Israeli Navy.
In 1979 , he retired.
Michael Barkai was ill with cancer for a long time. May 28, 1999 , a few hours after receiving information about the discovery of the sunken boat "Dakar", Barkai committed suicide.
