History
The postal industry of Kazakhstan traces its history from the pre-revolutionary and Soviet periods. With the independence of Kazakhstan, the history of the formation and activities of Kazpost JSC as a national postal operator and legal entity began.
Since 1992, Kazakhstan has been a full member of the Universal Postal Union (UPU) [1] . On April 5, 1993, according to the decree of the Cabinet of Ministers of Kazakhstan “On improving the governance structure of the communications industry of the Republic of Kazakhstan”, mail and telecommunications were separated. In November 1995, the State Post became an independent business entity, transformed into the Republican State Enterprise of Postal Service (RGPS) [2] .
In the summer of 1999, a radical reform of the mail began after the adoption of the decree of the Government of Kazakhstan of May 27, 1999 "On measures to stabilize and financially improve the postal industry." On December 20, 1999, the RPHPS was transformed into the Kazpost Open Joint Stock Company with one hundred percent state participation in the authorized capital ; it was registered with a total capital of 903.66 million tenge, the initial authorized capital of the company was formed exclusively in the form of buildings and equipment. The situation was aggravated by the difficult financial condition of the postal industry - the indebtedness of the State Social Insurance Fund for the period from 1993 to 2000 to accumulative pension funds, salaries and taxes amounted to 140 million tenge, the amount of accumulated losses of previous years over these years amounted to more than 250.6 million tenge [2] .
The program for the development of the postal industry and the formation of a postal savings system for 2000-2003 marked the beginning of the creation of a postal savings system in Kazakhstan on the basis of a retail network of postal offices. The source of financing for its implementation was a loan of the Islamic Development Bank in the amount of 9 million US dollars under state guarantee, the issue of domestic bonds in the amount of 1.4 billion tenge, as well as a constant increase in the country's authorized capital. Kazakhstan became the first state in the CIS to develop a postal savings system. The results of the activities of Kazpost JSC to create a full-fledged postal and savings system were recognized as successful by the Regional Commonwealth in the Field of Communications (RCC) [2] .
In October 2006, the company Electronpost.kz was established in Alma-Ata to provide information logistics services, including the printing and conversion of mail [3] .
In December 2007, Kazpost received the status of an associate member of the international payment system Visa International and began to issue Visa payment cards [2] . In January 2013, Kazpost became a principal member of MasterCard Worldwide , since August 2013 - a principal member of Visa International [4] .
In February 2008, a subsidiary company Kazpost GmbH [2] was opened in Germany together with German partners to carry out the functions of logistics, catalog trading, collection and forwarding mail from Germany to Kazakhstan . [2]
On December 19, 2012, as part of the systematic modernization of the postal network carried out by Kazpost, the first Post-24 round-the-clock branch in Kazakhstan was opened in Astana. The first Post-24 customer service zone provides postal and financial services, serving employees of more than 30 ministries, departments, state holdings, national companies and residents of the capital [5] [6] .
In 2012, the Universal Postal Union awarded a certificate of assignment to the Kazakhstani postal service operator of level “B” (“silver” level) for quality management. The certificate was issued in recognition of the UPU of the effectiveness of the reforms carried out by Kazpost JSC. Kazakhstan joined the Universal Postal Union on August 27, 1992.
In January 2013, Kazpost became a principal member of MasterCard Worldwide , from August 2013 - a principal member of Visa International.
In 2014, Kazpost became a member of the Transformation program of the Samruk-Kazyna group of companies.
Throughout 2014, innovations such as the launch of the first automated postal station (post office) were introduced. Today, the number of post offices is 131, until 2020 it is planned to increase the number to 240 pieces. Also, this year the first mobile application MyKazpost was created; the launch of new mail services such as hybrid email and Print2Card, which provide the ability to send letters and cards online and 24/7.
In December 2015, the first parcel supermarket was opened in Astana [7] , which allows one to independently receive parcels without operator participation (today, from 600 to 1500 parcels are delivered through parcel supermarkets); opening postal networks (automated postal stations for receiving and sending parcels); launching a bot in the Telegram messenger; modernization and development of a contact center; implementation of an electronic queue system; assignment of a track number to international mail [8] items; SMS notifications to the client number to notify the delivery of the package; launch of airline tickets and insurance [9] through Kazpost branches.
In 2016, the opening of the central modernized office in Astana; launch of the Vpost.kz service [10] , which allows you to order goods from US online stores; the launch of the new Salem service, Online [11] , which provides the opportunity to pay for services online at Post.kz [12] .
In 2017 - the transition to a service model ; launch of its own processing center for the issuance of payment cards [13] ; issue of payment cards Kazpost and Aliexpress [14] ; the first launch of parcel delivery by drones in the history of the Republic of Kazakhstan [15] ; opening of the first digital office in Kazakhstan [16] , equipped with innovative equipment providing postal and financial services; launch of a new service for postmen Mobile Postman, which allows to increase the efficiency of postmen in connection with the possibility of integrating all the necessary documents into the postal and logistic system through a special mobile application; launch of an automated sorting line [17] , which allows to increase the speed of parcel processing by 10 times; opening of e-commerce centers [18] .
In 2018, a franchise network [19] was launched for potential partners in order to achieve step-by-step availability of services for customers even in the most remote locations.
In March 2018, an advanced drone [20] was launched, which is capable of delivering parcels weighing up to four kilograms.
Structure
The founder of Kazpost JSC is the Government of the Republic of Kazakhstan . On February 23, 2006, the state block of shares of Kazpost JSC was transferred to pay for the placed shares of Kazakhstan Holding for Assets Management Samruk Kazakhstan JSC [21] , which in 2008 was transformed into Samruk-Kazyna National Welfare Fund JSC " [22] .
The governing body of Kazpost JSC is the Board of Directors , which oversees the activities of the company, with the exception of issues referred by the laws of Kazakhstan or the charter of Kazpost to the exclusive competence of the sole shareholder or board, as well as control over the activities of the company's board within its competence [23] . The collective executive body of Kazpost is the Management Board , which is entitled to make decisions on any issues of the company’s activities that are not referred by the legislation and the charter to the competence of the sole shareholder and the Board of Directors [23] .
Activities
Among the main services provided by Kazpost for 2013 are the delivery of written correspondence, simple items ( parcels and parcels), express delivery of EMS-Kazpost items, money transfers, issuing and servicing payment cards. Also, post offices accept and credit utility bills, deliver pensions and benefits, and distribute print media.
Since 2012, Kazpost has been the conductor of the national investment program “People’s IPO ”, providing brokerage and trans-agent services [24] .
In 2012, at the 25th in Doha ( Qatar ), the UPU presented Kazpost with a certificate of assignment to the Kazakhstani postal service operator of level “B” (“silver” level) for quality management, in recognition of the effectiveness of reforms by the UPU holds Kazpost [25] .
Transformation Program
The goal of the Transformation Program is to standardize and optimize business processes and conditions that ensure the quality of services, increase the efficiency of the company, create a single information space and corporate culture.
The transformation program is a complete cycle of transformations from the management system, developing a strategic vision, setting processes and KPI, implementing IT solutions to managing change and achievement of the end result together with the client.
Stages of the Transformation Program:
- Stage 0 “Preparation and Mobilization” (March - June 2014);
- Stage 1 “Diagnostics and Design” (July 2014 - June 2015);
- Stage 2 “Planning” (July - October 2015);
- Stage 3 “Implementation” (beginning - 4th quarter of 2015–2020).
Privatization
In January 2016, the Ministry of National Economy of the Republic of Kazakhstan announced that Kazpost would be privatized through an IPO .
