Nikolai Vasilyevich Arefyev (born March 11, 1949, Chagan, Astrakhan Region) is a Russian politician, statesman and public figure. Member of the State Duma of the second (1995-1999), third (1999-2003), sixth (2011-2016) and seventh (since 2016) convocations. Member of the Communist Party . Head of the regional branch of the Communist Party in the Astrakhan region since 1997 . Secretary of the Central Committee of the Communist Party since 2004 . Since May 27, 2017, a member of the Presidium of the Central Committee of the Communist Party.

Biography
Origin
In 1979 he graduated from the Astrakhan Technological Institute of the Fishing Industry and Economy , in 1990 - from the Saratov Higher Party School with a degree in economics, in 2001 - from the Moscow Academy of Retraining in the specialty of Jurisprudence.
He worked as a locksmith, foreman at the Astrakhan shipbuilding production association.
Political Activities
From 1981 to 1985, he was an instructor, head of the department of the CPSU district committee, in 1985-1987 he was the chairman of the executive committee of the district Council of People’s Deputies, in 1987-1991 he was the first secretary of the CPSU district committee, and 1991-1993 he was the chairman of the Soviet District Council of the city of Astrakhan .
From 1994 to 1996 - Deputy Director of the Astrakhan Shipyard and Shipbuilding Plant. He was elected as a deputy of the Astrakhan Regional Council of People’s Deputies, Astrakhan Regional Representative Assembly. In 2004, during the crisis in the Communist Party (and the split with the participation of G. Yu. Semigin and V.I. Tikhonov ), he supported G. A. Zyuganov and was elected to the Secretariat of the Central Committee of the Communist Party on July 3, 2004 .
In 2006, he headed the Communist Party’s electoral list in the elections of deputies of the State Duma of the Astrakhan Region . He was elected deputy of the State Duma of the Astrakhan region according to the proportional system, became deputy chairman of the regional Duma and headed the Communist Party faction.
At the XIII Congress of the Communist Party, held in Moscow on November 29-30, 2008, he was again elected to the secretariat of the Central Committee of the Communist Party [1] .
On May 27, 2017, he was elected a member of the Presidium of the Central Committee of the Communist Party, Secretary of the Central Committee of the Communist Party.
State Duma Deputy
From 1995 to 2003 within two terms - deputy of the State Duma of Russia. Both times he was elected on the party list of the Communist Party.
In the State Duma of the second convocation, he was a member of the Communist Party faction, a member of the committee on property, privatization and economic activity, in the State Duma of the third convocation - a member of the Communist faction, deputy chairman of the property committee.
On December 4, 2011, he was elected to the State Duma of the sixth convocation on the party list of the Communist Party. Member of the Communist Party faction, member of the State Duma committee on economic policy, innovative development and entrepreneurship (deputy chairman of the committee).
In September 2016, he was elected as a deputy of the State Duma of the seventh convocation according to the Communist Party party list.
Arefiev Central Bank Bill
Nikolai Arefiev came up with a legislative initiative to liquidate the independent Central Bank and revive the State Bank of Russia . The law was developed jointly with Sergei Glazyev .
On October 18, 2000, at a plenary meeting of the Duma, he withdrew [2] his draft law on the Bank of Russia Bank , because his proposals were included in President Putin’s broader draft [3] (rejected).
Proposals of the President:
- Change the exclusive civil status of the Bank of Russia and give the Central Bank the status of a federal state institution that is independent in its activities from other federal government bodies;
- The gold and foreign exchange reserves of the Central Bank are called the foreign exchange reserves of Russia;
- To deprive the Central Bank of the right to license ( en ) banking activities;
- Deprive the Central Bank of the right to approve banking audit standards and qualification requirements for auditors ;
- Transfer these functions to the Government in the person of newly created special bodies;
- The conditions for pensions and medical insurance for employees of the Central Bank shall be equated with the conditions provided for public servants. [four]

From 1995 to 2019, during the exercise of the powers of a deputy of the State Duma of the II, III, VI and VII convocations, he co-authored 164 legislative initiatives and amendments to draft federal laws [5] .
