He graduated from the Leipzig Conservatory ( 1951 ), where he studied with Egon Bölsche (conducting), Otto Gutshlicht (violin) and Hugo Steyrer (piano); simultaneously with the training he worked as a tutor at the Weimar Opera House. In 1958 - 1962 headed the Leipzig Radio Orchestra , since 1962 the musical director of the Berlin Opera. In 1974 - 1994 The main conductor of the Berlin Radio Orchestra , at the same time was closely associated with the Yomiuri Japanese Symphony Orchestra (since 1978 a permanent guest conductor, from 1984 to 1992 , the principal conductor). He taught at the Eisler Graduate School of Music in Berlin .
Among the most notable works of Rögner are his interpretations of German late-romantic music, most notably Anton Bruckner , Gustav Mahler and Max Reger .
