Petr Alekseevich Bilbasov ( 1834-1910 ) - Russian statesman, privy councilor ; the elder brother of the historian V. A. Bilbasov and the lawyer Konstantin Alekseevich Bilbasov [1] .

Biography
Born in 1834 in Poltava in a poor family of a small local noble family of the Bilbasovs . In 1841 he moved with his parents from Poltava to St. Petersburg. He studied at the 2nd St. Petersburg gymnasium. In 1857 he entered St. Petersburg University. In 1857 he graduated from the Imperial St. Petersburg University with the degree of candidate , which gave the right to the rank of collegiate secretary . Entered the service of a clerical official of the St. Petersburg provincial government. As early as next year, from October 20, 1858, he became the senior assistant to the head of the economic department of the Ministry of the Interior ; from November 23, 1861, he began to fulfill the post of head clerk (with the rank of titular adviser ), and on March 17, 1862 he was confirmed in office.
The great fire that occurred on May 28, 1862 in the building of the Ministry of the Interior contributed to the promotion of Bilbasov. He actively participated in the rescue of documents from the burning building, and after the fire he dismantled and systematized the saved business papers and documents. For active participation in the rescue of documents from the burning building, he received a “special” and “sincere thanks” from the Minister of the Interior, P. Valuev . Already on March 20, 1863, Bilbasov was appointed senior assistant to the producer of the affairs of the Zemstvo department of the Ministry of the Interior and received 170 rubles of prize; In August 1864, he was promoted to court advisers and appointed producer of affairs. Bilbasov's work in the Zemstvo department was marked by several insignia.
From August 24, 1868 to January 23, 1869, Bilbasov was a member of a special Commission to review the current legislation on the resettlement of peasants . For this work he was awarded the distinction for the land plot of state peasants .
In March 1868, Minister of Internal Affairs P. A. Valuev replaced A. E. Timashev and a period of service in the Russian provinces began for Bilbasov. At first he was appointed - from January 29, 1869 - by the Volynsky vice-governor . In this position, he was promoted to state councilors in 1870, and on April 16, 1872, to full state councilors . Soon, in March 1873, on extremely favorable terms (11 thousand rubles for 917.5 acres ), he bought an estate in the Vladimir-Volyn district of the Volyn province [2] .
From April 19, 1874, Bilbasov was transferred to the same post in the Samara province . It was a time of conflict between the Samara governor F. D. Klimov and the provincial zemstvo . In this struggle, Bilbasov, trying to maintain neutrality , tried to reconcile them among themselves, but the conflict did not subside, and the Minister of the Interior Timashev was forced to remove Klimov from the post of governor, having appointed Bilbasov to his place since May 19, 1875 [3] .
In 1876, together with Alabin, Bilbasov organized the first anniversary in the history of Samara - its twenty-five years as the center of the province. The holiday was organized in Kurzal of the Strukovsky Garden, there were fireworks , folk festivals and a buffet from merchants .
The peak of the populist movement also fell on the period of the governorship of Bilbasov in the Samara province. Thanks to the measures taken by the governor, the activities of the populists was localized and stopped. Bilbasov also contributed to sending the Samara banner to Bulgarian militias and organizing the participation of Samarans in the Russian-Turkish war of 1877-1878. . In 1875, Samara was attached to the railway system of Russia and in 1877 a passenger station was built with the assistance of Bilbasov. In Samara, the scholarship in the men's classical gymnasium was named after Bilbasov.
From October 12, 1878, P. A. Bilbasov held the position of Poltava Governor . He retired with the rank of secret adviser - August 11, 1883. After his resignation, on January 19, 1884, a scholarship was established in his name at the Poltava Mariinsky Women's Gymnasium.
P. A. Bilbasov was awarded the Order: St. Anne 1st century. (1879), St. Stanislaus 1st St. (1877), St. Vladimir 3rd St. (1875) [4] .
He died in 1910 in his estate in the Volyn province.
