History

In 1990, during the work of the First Soviet-French Expedition in Chukotka, which was held under the patronage of the city of Leningrad (USSR), the idea arose of creating a Polar Academy .

The expedition was attended by the Soviet Cultural Foundation and the French Arctic Research Center. In 1991, at the first stage preceding the emergence of the Polar Academy, the Polar Circle Association was created in St. Petersburg, the International Training Center for the first time began to train national management cadres for the regions of the North, Siberia and the Far East of Russia.

For two years of work, the International Training Center has attracted the attention of specialists and the public. The activities of the Center have received the support of the State Committee of Russia, the Ministry of Nationalities and Regional Policy, the Ministry of Education of the Russian Federation, public institutions and public organizations of France.

Since 1992, the Center has been under the patronage of the National Administrative School of France, in the same year an agreement was signed on long-term cooperation with the Higher School of Social Sciences in France. A highly qualified team of Russian and foreign teachers formed on the basis of the International Training Center. Thanks to the accumulated experience of the Center, in the future, it became possible to create a Polar Academy in St. Petersburg.

The first founders of the Academy were the Ministry of National Affairs and Federal Relations, the State Committee for the Development of the North, the Ministry of Education of the Russian Federation, the Government of the Republic of Sakha (Yakutia) and the Polar Circle Association.

In 1998, in honor of the United Nations declaring the World’s Indigenous People’s Decade, the Russian government granted the Polar Academy the status of a state institution of higher vocational education for traditional peoples. .

The Chairman of the Board of Trustees of the State Polar Academy is Artur N. Chilingarov - a famous polar explorer, Hero of the Soviet Union, Hero of the Russian Federation, a prominent Russian scientist, author of a number of scientific works on the problems of the development of the North and the Arctic, honorary professor of the State Maritime Academy named after ad. Corresponding Member of the Russian Academy of Sciences.

The history of the creation of the Polar Academy is known in France since 1992. That is why in September 1997, French President Jacques Chirac met with students and teachers of the academy. At the meeting, issues and problems of the North were touched upon. The President also noted the special role of the peoples of traditional cultures in the modern world and the great importance of training specialists from these peoples.

The Academy has the patronage of the city of Paris, which it received when Jacques Chirac was mayor of the city. . The French President visited the academy twice during his official visits to the Russian Federation.

After graduation, students take state exams and defend graduation projects on the problems of the regions that they represent. Graduated graduates receive qualifications in the direction of the chosen specialty and, in accordance with their agreements on targeted training, return to their regions.

Since its inception, the State Polar Academy has graduated 1,294 students (7 graduations 2003–2009). Of these, graduated with a red diploma - 238 students. At the moment, the seventh graduate of GPU specialists, consisting of 244 students, of which 44 students received a diploma with honors.

In 2008, the Academy underwent a comprehensive inspection, as a result of which it received state accreditation for seven educational programs and a license. Also this year was marked by the discovery of graduate school.
