Alexander Ivanovich Butovsky ( 1 ( 13 ) June 1814 - 1 ( 13 ) December 1890 ) - Russian economist ; Senator (1879), Actual Privy Councilor (1884); the younger brother of Victor Butovsky [1] .

The son of the writer and translator Ivan G. Butovsky (1785-1870), cousin N. A. Durova and publisher of her book "Cavalry Maiden."
He was brought up in the hostel of Mr. Kournand. Educated at St. Petersburg University . Since 1835 he served in the Ministry of Finance as a college adviser. He was an agent of the Russian Ministry of Finance in Paris and London . In 1843 he was granted the title of chamber junker .
In the 1860-1870s, he headed the Moscow Department of Manufactures and Internal Trade and various commissions and committees of the Ministry of Finance. He was one of the organizers of Russia's participation in World Exhibitions . He was a full member of the Russian Geographical Society . According to contemporary reviews, A. I. Butovsky was a remarkable person [2] :
| Short, smart, educated and extremely nervous; seemingly sullen and somewhat bustling in character, or, as the French put it, “rageur” (angry), he was essentially the kindest person. After living in Paris for a long time, he learned the habits and manners of a real Frenchman, by whose grace he earned the attention of Moscow ladies, and through the latter, a prominent position in society. |
He was married to Princess Yulia Alexandrovna Shakhovskaya . He died in St. Petersburg, was buried next to his wife in the Sergiev Seaside Desert [3] .
Works
The author of the work “Experience on national wealth, or on the principles of political economy” (3 vols., St. Petersburg, 1847); in which he is a supporter of the Manchester school and repeats the criticism that this school showered with later economists who rejected unlimited freedom of industry. This essay, in itself colorless, gave the young publicist V. A. Milyutin an occasion to write two critical articles (in Sovremennik 1847, vols. 5 and 6, and in Domestic Notes 1849, vol. 55), in which different views on the tasks of political economy. The impression of these articles was very strong: a lively debate ensued, highlighting many of the ideas that prepared the movement for the 1860s.
When the question of the liberation of the peasants was put on the line, Butovsky in the article “Community Ownership and Property” (in Russky Vestnik 1858, No. 13) opposed the community and warned against raising it to the extent of the obligatory form of the land system; the article provoked the answer of Yu. F. Samarin in "Rural Improvement" (1858, No. 10).

- "On state reporting in France" (M., 1858);
- “On the means of improving the hemp industry in all its branches” (St. Petersburg, 1842);
- “The outline of the rules of the cauliflower industry in all its branches” (St. Petersburg, 1842).
In Review of the Paris World Exhibition of 1867, ed. by order of the Department of Manufactures and Trade, Butovsky composed the 10th issue: “On Silks and Silk Fabrics” (St. Petersburg, 1868).
