On May 20, 2004, the Federal Service for Technological Supervision and the Federal Service for Atomic Supervision were transformed into the Federal Service for Ecological, Technological and Nuclear Supervision (Rostekhnadzor). [2]

On December 21, 2007, by decree of the Government of the Russian Federation , the flag and emblem of the Federal Service for Ecological, Technological and Nuclear Supervision were established. [one]
Flag
The flag of the Federal Service for Ecological, Technological and Nuclear Supervision is a rectangular blue cloth. In the roof is an image of the State flag of the Russian Federation . In the right half of the banner is an image of the emblem of the Federal Service for Ecological, Technological and Nuclear Supervision.
The width of the flag is 2/3 of its length. The length and width of the image of the State flag of the Russian Federation are 1/2 of the length and width of the flag of the Federal Service for Ecological, Technological and Nuclear Supervision, respectively. The height of the image of the emblem of the Federal Service for Ecological, Technological and Nuclear Supervision is 1/2 the width of the flag, the width is 1/3 of its length.
The image of the emblem of the Federal Service for Ecological, Technological and Nuclear Supervision is located at a distance of 1/4 of the width of the flag's flag from its lower and right edges.
Emblem
The heraldic emblem of the Federal Service for Ecological, Technological and Nuclear Supervision is an image of a golden double-headed eagle with wings spread and raised up, crowned with two imperial gold crowns and above them a third crown with gold ribbons emanating from it. On the eagle’s chest is a shield that the eagle supports from below with its paws. In the shield on the green field there is a golden “ pillar of the Law ” crossed crosswise by two obliquely placed silver cyclomorphs (oval orbits), on which there are small blue balls (two balls on the cyclore, left to right, down, one on the other). The shield is superimposed on the crossed silver hammer and adjustable ("French") key.
It is allowed to use as a separate emblem of the Federal Service for Ecological, Technological and Atomic Supervision a shield superimposed on a crossed hammer and an adjustable (“French”) key with the “pillar of the Law” depicted in it, crossed in two crosses (small emblem).
The heraldic emblem of the Federal Service for Ecological, Technological and Atomic Supervision, as well as the small emblem of the Federal Service for Ecological, Technological and Atomic Supervision can be depicted in a single-color version, as well as in a multi-color version, with gold replaced with yellow and silver with white.
