Eurovision Song Contest 2009 ( Eng. Eurovision Song Contest 2009 ; French Concours Eurovision de la chanson 2009 ) is the 54th Eurovision Song Contest , held for the first time in history in Russia. It was held from May 12 to May 16, 2009 at the Olimpiysky Sports Complex in Moscow . 42 countries took part in the competition: after an 11-year hiatus, Slovakia returned, while San Marino refused to participate because of financial problems, and Georgia refused to participate in the competition because of the scandalous lyrics. Latvia has confirmed its participation at the very last moment, despite financial difficulties.

At the competition, the voting system changed again: the fate of the participants in the show was decided together in the semifinals and finals by both the audience and the jury. Spectators, together with the jury, selected 10 performers in each semi-finals that could go to the finals - the first 9 places by the results of the audience voting guaranteed access to the finals, while the 10th performer was determined only by the jury. In the final, the audience’s points and the jury’s points were added up and transferred to the final points on a 12-point scale, which went to the bank of each of the performers.
The competition was attended by the French star Patricia Kaas , well known in Russia. Sakis Ruvas , also known in Russia, also participated for the second time from Greece, singer Chiara traveled from Malta for the third time, and Arash , the famous singer in Europe and Russia, traveled from Azerbaijan with Aysel . Russia was represented by the citizen of Ukraine Anastasia Prikhodko . The victory was won by Alexander Rybak , a singer of Belarusian origin, representing Norway . The fisherman set an absolute quantitative record in the history of Eurovision and at the same time a record for the number of points of superiority over second place - 169 points.
For the first time in the history of Eurovision, four people became its leaders: the semi-finals were Andrei Malakhov and Natalya Vodyanova , and the finalists were Ivan Urgant and Alsu [2] .
The television director of the competition was Andrei Boltenko .
Venue
After the victory of Dima Bilan with the song “ Believe ” at the 2008 competition in Belgrade ( Serbia ), Russia received the right to conduct the competition. Vladimir Putin , the prime minister of Russia, announced that the competition would be held in Moscow, and Channel One announced that the competition would be held at Olimpiysky . [3] This proposal was approved by the European Broadcasting Union on September 13, 2008. [4] The general director of the sports complex, Vladimir Churilin, has denied rumors of an early reconstruction of the building, saying that this is completely optional, Olimpiysky can now accommodate more than 25,000 spectators. Cost
According to the statement of the deputy mayor in the government of Moscow , the head of the working group on the organization of the competition Valery Vinogradov, the budget of the competition was formed from five sources: the federal budget , the budget of Moscow, funds of the European Broadcasting Union (EBU) , Channel One and sponsors . According to the Vedomosti newspaper, 1 billion rubles were allocated from the federal budget, EBU allocated 6.5 million Swiss francs (about 187.6 million rubles), the Moscow budget allocated 200 million rubles. Channel One sells sponsorship packages and promises to disclose costs after the competition. The total cost of the contest, excluding sponsors and Channel One, is about $ 42 million. According to the Director General of Channel One Konstantin Ernst , the cost of the competition in Finland amounted to 24 million euros . Also, Konstantin Ernst noted that the show will not pay off and "The main thing is not earnings, but the foreign policy effect." The main costs of the competition are related to the rental and re-equipment of the Olimpiysky sports complex, advertising of the competition, escort of delegations and journalists, equipment of service personnel and volunteers , transport, etc. Moreover, the outdoor Eurovision ad in Moscow was placed on 800 billboards in Moscow social order. Hotels
Before the competition, the Federal Antimonopoly Service initiated an investigation into a number of Moscow hotels that were suspected of raising room prices during the Eurovision Song Contest by 30% [7] .
Security
According to the Minister of Internal Affairs of the Russian Federation, Rashid Nurgaliyev (he spoke at the operational meeting on ensuring the security of the event), the Russian Ministry of Internal Affairs and the FSB collect information about persons who may interfere with the competition before the competition [8] .
Activists of Russian and Belarusian gay movements said that they intend to hold a parade of tolerance in Moscow on the day of the finale [9] .
Format and procedure
In June 2008, a meeting of the Broadcasting Union was held in Athens ( Greece ), at which a proposal was made to deprive the “Big Four” ( France , Germany , Spain and the United Kingdom ) of an automatic place in the final of the competition. [10] However, it has been confirmed that these countries retain this privilege in 2009 and could lose it in 2010 [11] .
Voting
In response to the ongoing complaints of broadcasters regarding the politicized nature of voting, the votes of diasporas and neighboring countries, the Broadcasting Union evaluated the vote with the possibility of changing it in 2009. The contest organizers invited broadcasters and special control groups to take part in the survey regarding changes in the voting system. [12] Telewizja Polska proposes the introduction of an international jury similar to that used in the Eurovision Dance Contest 2008 to reduce the influence of good-neighborly voices and to pay more attention to the artistic value of the song. [13] Since then it has been confirmed that in the final of the contest, the votes of the viewers and the jury in each country will be combined in a 50/50 ratio. The method for selecting the winners of the semifinals will remain the same: 9 contestants are selected by viewers, one by the jury. As you know, the national jury completely determined the winner of the Competition until 1996 inclusive. In an experiment in 5 out of 25 participating countries, a televoting of televiewers was carried out in 1997, and judges from these countries could be used as a fallback in the event of technical interruptions in televoting. Since 1998, televoting has been positioned by the organizing committee as preemptive, with a recommendation to all participating countries to introduce it if there is a technical possibility. Over the next 6 years, televoting was introduced gradually, in some countries a mixed type was used with a jury vote (50/50). The first contest with one hundred percent televoting was held in 2004, when for the first time it, among other countries, was tested by Russia. Thus, viewers determined the winner of the Contest for one hundred percent for 5 years (2004-2008).
Competition Key
A new tradition to transmit the Eurovision symbol in the form of a key has begun recently. In 2006, Helsinki produced this key with the inscription “Eurovision Song Contest Host City”, all the years of the competition and the host cities until 2007 are also indicated. The emblem also houses the image of Senate Square in Helsinki . On December 14, 2008, Belgrade Mayor Dragan Djilas solemnly handed over to Yuri Luzhkov symbolic “keys”, which turned out to be like a bunch of CDs on a huge key ring. One of the “discs” really captured the views of Belgrade with the symbols of Eurovision 2008 . The transfer act took place in the GUM Showroom on Red Square , in the center of Moscow . Competition Logo
This year, the Fantasy Bird, the Firebird developed by RedSquareDesign, became the logo of the competition. The firebird is a traditional character in Russian fairy tales. This year the competition did not have a motto.
Draw
On January 30, 2009, at the Mariott Royal Aurora Hotel in Moscow , the traditional draw of the countries participating in the Eurovision Song Contest 2009 took place. The organizers introduced the national flavor into the standard draw procedure. In six transparent baskets lay Russian nesting dolls , in which were the names of the participating countries. The 38 countries that were supposed to take part in the semi-finals were divided into 6 baskets based on their geographical location and mathematical analysis of voting trends at Eurovision since 2004 . Four baskets contained six nesting dolls, and two contained seven. The draw was carried out by the popular TV presenter of musical projects of Channel One Yana Churikova .

Final
Features of the show of the final of Eurovision 2009:
- The final performance was opened by the performance of the winner of the previous year, Dima Bilan , who flew over the hall and punched walls on the way to the main stage of the competition.

Scandals
Скандал вокруг участия Грузии
В феврале 2009 года представители Грузии заявили, что представят на конкурсе в Москве песню, которая может носить политический характер. Через несколько дней на конкурс была выбрана песня группы « Стефане и 3G » « We Don't Wanna Put In » («Мы не хотим давления»). При этом российские СМИ отмечали, что песня на слух может восприниматься как текст, содержащий упоминание имени некого «Путина», которого «мы не хотим», что было истолковано как аллюзия на действующего председателя Правительства России Владимира Путина . 20 февраля 2009 года в прессе появилась информация, что текст песни будет изменён. [33] Но уже к вечеру того же дня руководитель национального отбора коллектива на конкурс Натиа Узнадзе опровергла эту информацию, заявив, что текст песни изменяться не будет. [34]
Победительница национального отбора Грузии на Евровидение 2008 Диана Гурцкая негативно отозвалась о песне и отказалась передавать эстафету: «Я грузинка, и боль Грузии — моя боль. Я знаю, что народы наших стран всегда дружили веками. Так и должно быть всегда. Сегодня мы должны сделать все, чтобы наступил мир. Я грузинка, которая родилась в Абхазии. В школу я пошла уже в Тбилиси. Я очень люблю Тбилиси и Грузию — там похоронена моя мама, мои предки. Но при этом мой супруг — русский. Мой ребенок тоже русский. А сама я заслуженная артистка России. Что же мне делать в этой ситуации?» [35] .
10 марта Европейский союз телевещателей (EBU) признал текст песни не соответствующим правилам конкурса. Представителям Грузии было предложено заменить текст песни или выбрать другую композицию [36] . На следующий день, 11 марта, в Грузии было принято решение отказаться от участия в конкурсе [25] .
Обвинения в подтасовке результатов
18 мая 2009 вице-президент Первого национального телеканала Украины Роман Недзельский , заявил о том, что представлявшая Россию на конкурсе «Евровидение-2009» украинская певица Анастасия Приходько получила от Украины больше баллов, чем ей присудили члены жюри и жители страны в результате СМС голосования. По его словам, члены профессионального жюри « не дали России никаких баллов », а телезрители оценили её выступление « немногим выше ». Однако, со слов Романа Недзельского, за две минуты до объявления результатов телеголосования на Украине « сбросили с EBU эту невероятную цифру, и именно такую информацию мы должны были распространить ». Было объявлено, что Россия получила от Украины 8 баллов. Подано официальное письмо в Европейский вещательный союз по этому поводу. [37]
Европейский вещательный союз (EBU) опроверг заявление Украины о подтасовке результатов музыкального конкурса «Евровидение-2009». По словам официального представителя EBU Сванте Стокселиуса, заявление председателя украинского жюри Романа Недзельского стало результатом «недопонимания процесса сведения итогов голосования телезрителей и участников жюри». Сванте Стокселиус подтвердил оценку украинского жюри, однако при этом отметил, что голоса телезрителей поступали напрямую европейскому провайдеру и, таким образом, ни одна страна не знала результатов голосования своих граждан. Как разъяснил Стокселиус, по новым правилам «Евровидения» баллы, поставленные жюри одной из стран и её телезрителями исполнителю, суммируются. Так, суммы баллов жюри и зрителей Украины для первой тройки оказались следующие: представитель Норвегии Александр Рыбак получил 22 балла (10 от зрителей и 12 от жюри), участники от Азербайджана — 18 баллов (8 от зрителей и 10 от жюри), Анастасия Приходько — 12 баллов (12 от зрителей и ноль от жюри). Таким образом, окончательной оценкой Норвегии стали 12 баллов, Азербайджана — 10 баллов, России — 8 баллов. [38]
Скандал, связанный с армянской заставкой
В первом полуфинале конкурса в видеозаставке перед выступлением представителей Армении среди архитектурных памятников был показан находящийся на въезде в столицу Нагорно-Карабахской Республики ( непризнанное государство с преимущественно армянским населением , согласно административно-территориальному делению Азербайджанской Республики расположенное на его территории) монумент « Мы — наши горы » за авторством народного художника Армянской ССР скульптора Саргиса Багдасаряна Евровидение (Eurovision 2009) — Выступление Армении (первый полуфинал) на YouTube . Хотя в видеозаставке Азербайджана среди архитектурных памятников также был продемонстрирован расположенный в другой стране ( Мавзолей поэтов находится в Иране в городе Тебриз [39] [40] [41] , имеющем преимущественно азербайджанское население ). Это объясняется тем, что Мавзолей поэтов является местом захоронения азербайджанских и иранских поэтов и находится в провинции Южный Азербайджан. МИД Азербайджана обратился в оргкомитет конкурса с жалобой на использование монумента « Мы — наши горы » и в финале из армянской заставки соответствующий фрагмент был вырезан [42] [43] [44] . Тем не менее изображение монумента всё-таки присутствовало в трансляции финала: на заднем плане на плакате и на обратной стороне папки в руках Сирушо , объявлявшей результаты голосования в Армении [41] [45] .
Скандал, связанный с голосованием азербайджанских зрителей
Согласно сообщению Общественного телевидения Армении во время трансляции финала конкурса в Азербайджане азербайджанское телевидение не показывало номера телефона, по которому можно было отдать свой голос за исполнительниц из Армении. В связи с этим в оргкомитет конкурса «Евровидение-2009» была направлена соответствующая жалоба с требованием наказания азербайджанского вещателя [43] [46] [47] [48] . Общественное телевидение Азербайджана факт сокрытия номера опровергло [49] [50] .
В середине августа 2009 года британская газета Guardian обнародовала данные о том, что все 43 жителя Азербайджана , отдавшие свой голос за армянский дуэт, были вызваны в правоохранительные органы и допрошены . Несмотря на то, что официальные лица сообщили BBC о том, что телезрители были приглашены «просто для того, чтобы объяснить» свои голоса, один из допрошенных описал радио «Свобода» беседу более серьёзно. По словам Ровшана Насирли, на него оказывалось психологическое давление: «У Вас нет чувства этнической гордости. Как Вы могли проголосовать за Армению?». За Армению же он отдал голос, так как посчитал, что её песня звучала более азербайджанской, чем в выступлении самого Азербайджана . Отношения между Азербайджаном и Арменией остаются напряжёнными после Карабахской войны начала 1990-х годов , по результатам которой значительная часть территории Нагорного Карабаха и некоторые прилегающие к нему земли , заявленные как азербайджанские, остались под контролем этнических армян [51] .
В сентябре 2009 года было объявлено о принятии решения изменить правила Евровидения в связи с действиями азербайджанских правоохранительных органов. Ранее ответственность за конфиденциальность информации несла телекоммуникационная компания, с 2010 года отвечать за это будет национальный вещатель [52] [53] [54] .

Например, средний балл у Великобритании в 1997 году был выше (227 баллов / 24 голосующих страны = 9,46 против 387 баллов / 41 голосующую страну = 9,44 в 2009). Самый же высокий средний балл был также у Великобритании в 1976 году, всего на второй год после утверждения системы присуждения баллов, используемой до 2016 года. Британская группа Brotherhood of Man набрала 164 балла. Если разделить 17 голосующих стран, то получится 9,65.
