Family

Peter Alexandrovich Arapov was born on March 2, 1851 in the Kazan province in a noble family of Orthodox faith . His father was the titular adviser Alexander Mikhailovich Arapov, who received this rank in 1851, which gave the right to personal nobility. The genus was included in the 2nd part of the genealogy book of the Kazan province by the definition of the noble assembly of deputies on October 12, 1851, approved by the decree of Heroldia on July 11, 1852 [1] (possibly due to relocation, from January 14, 1861 to October 27, 1875 years, the Noble Society considered documents on the introduction of the Arapovs into the Samara genealogy book). P. A. Arapov had a brother, Viktor A. Arapov, who in 1891 had the rank of state adviser and was at the disposal of the St. Petersburg mayor , in his office.

In 1875-1876 , Peter Alexandrovich married noblewoman Elizaveta Alexandrovna Smirnitskaya. On October 25, 1876, the daughter of Elizabeth was born to the Arapovs. May 10, 1878 in Melekess , Peter Alexandrovich and Elizabeth Alexandrovna had a son, Vladimir.

Education

P.A. Arapov graduated from the Kazan Gymnasium , and then graduated from the Law Faculty of Kazan University on May 30, 1874 . At the end of his studies, Peter Alexandrovich defended his dissertation , after which he received the title of candidate of jurisprudence.

Activities in Samara

On June 2, 1874, Arapov began his service as Secretary of the Prosecutor of the Samara District Court . This appointment was confirmed by a decision of June 15, 1874 .

October 23, 1874 received a fairly high 10th rank of college secretary with seniority from the beginning of his work - from June 2, 1874 . This decision was made by the Department of Heraldry, whose officials were based on the fact that according to the Table of Ranks of the candidate's scientific degree (in this case, law), the rank of college secretary corresponds. However, all the same, the Department of Heraldry pretty soon - on September 28, 1876 "for the length of service" gave Arapov a new rank - a titular adviser with seniority from June 2, 1876 .

On February 15, 1877, Pyotr Aleksandrovich transferred to the structure of the institutions of the Ministry of Justice , becoming the correcting post of the judicial investigator of the 2nd section of the Stavropol district of the Samara district court district. To do the work, the Arapovs moved to Melekess . Since January 12, 1880, P. A. Arapov corrected the position of a judicial investigator of the 1st section of Samara Uyezd , and the Arapov family, thus, returned to Samara .

On September 17, 1880, by the decision of the Governing Senate and September 25 of the same year - the general meeting of the Samara District Court , P. A. Arapov was sent to the neighboring Orenburg province to conduct a preliminary investigation on the justice of the peace of the Orenburg District Yablonsky. On June 3, 1881, after successfully completing the previous assignment, Pyotr Aleksandrovich was approved as a judicial investigator , and on September 13 of the same year, he was transferred to judicial investigators in the most important cases of the Samara province.

Since November 30, Arapov served as a member of the Kamenetz-Podolsky district court , and on January 8, 1886 he returned to a similar position in Samara .

A skilled worker was appreciated in the capital - on July 1, 1891, on the proposal of the Ministry of Justice, on July 1, 1891, he was appointed a county member of the Samara District Court for Samara Uyezd .

On August 24, 1897, Arapov was elected vowel of the Samara City Council for 4 years.

September 26, 1897 Peter Alexandrovich Arapov was elected mayor of Samara with a salary of 5000 p. in year. He was confirmed at this post by the Minister of the Interior on November 14, 1897 .

Arapov took the development of urban culture seriously. So, for example, in 1898 , together with members of the council, he attended the opening of the theater season. April 25 ( May 8 ), 1897 was created "Art Department" at the museum . This event occurred after an exhibition of local artists and photographers . The organizer of the exhibition, Konstantin Pavlovich Golovkin, suggested that the City Duma accept part of the paintings as a gift to the city.

P. A. Arapov cared not only about culture. In the late 1890s , a new building was built in the Samara provincial prison on the corner of Polevoy and Ilyinskaya streets (Sovr. 17 Artsybushevskaya St. , a dormitory of a medical institute ).

A representative of the intellectual circles of Samara, Arapov was subjected to severe persecution of the “Trinity Party” that existed in the Duma. 2 years after the beginning of its activity, at a meeting of the Duma in April 1900, he removed the chain of mayor , thus resigning.

The last years of life

Peter Alexandrovich Arapov died in 1905 in Samara.
