Administrative regulations

Administrative regulation is an official document regulating the provision of services by citizens to organizations and citizens . Administrative regulation of the execution of state functions is a mandatory procedure for the execution of actions (decisions) of the executive authority, its structural divisions and officials, aimed at exercising their powers in the process of performing state functions. Administrative regulations should clearly define the responsibilities and rights of the authority, the scope of its jurisdiction, disclose the possible forms of internal interactions of various authorities among themselves at all stages of the passage of documents in the decision-making process. The introduction of administrative regulations gives both enterprises and individuals the opportunity to exercise control over the procedures for reviewing their documents and appeals. Thus, a real basis is created for transparency of the agency. The administrative regulations indicate:

  • list of services ;
  • official duties, rights, responsibility of public servants;
  • official regulations of a civil servant.

The purpose of using administrative regulations is to solve certain common problems:

  • detailed regulation of the activities of public servants;
  • ensuring openness of the activities of executive bodies;
  • anti-corruption, reduction of corruption factors;
  • optimization of the activities of executive bodies, increasing its effectiveness.

Electronic Rules

To solve such important issues for citizens as reducing the time required for document management, reducing the number of officials' abuses and reducing the number of mistakes made, electronic regulations are introduced. Their task is the legislative creation of mechanisms to control administrative processes and, as a result, stimulate the improvement of the quality of work of public servants in all government bodies. Electronic regulations as a whole can be qualified as one of the most important incentives for improving the quality and transparency of the work of public authorities.

In Russia

In modern Russian practice, the regulation of the performance of public functions and the provision of public services is inextricably linked with administrative reform, in which the creation of administrative regulations occupied a central place. For Russia, where the traditions of serving state institutions to society are weak, there are no stable mechanisms for orienting the activities of state organizations to social needs, an exhaustive and strict formulation of state obligations is required, which, in fact, is supposed to be made in the form of regulations. Administrative reform in Russia started in 2003. The country's leadership then set clear objectives - to limit government intervention in economic activity, to exclude excessive regulation, to improve the quality and accessibility of public services, as well as the effectiveness of government activities.
