The scientific and sports expedition (NSE) is based on a group of kayaking tourists, members of the recreational tourism section at the Moscow branch of the Geographical Society of the USSR under the USSR Academy of Sciences with the assistance of the Chairman of the Ministry of Geography of the Geographical Society, twice a hero of the Soviet Union, the famous polar explorer Ivan Dmitrievich Papanin . Since 1986, the NSE has been named after I. D. Papanin.
The NSE was created to fix the geographic center of the land area of the USSR on the territory of the USSR, designed by Professor P. A. Bakut at the initiative of N. M. Tarasov , a professional journalist, full member of the Moscow Center of the Russian Geographical Society, who has steadily led the NSE since its inception.

The expedition includes journalists, scientists, geologists, doctors, engineers. All its participants - water sportsmen - use their summer holidays to conduct expeditions. During the expeditions, films, slide films, photographs were shot. Based on the materials of the campaigns, performances on TV, publications in newspapers and magazines of our country and abroad took place. As a result of the work, the expedition reported annually to the Moscow branch of the Geographical Society of the USSR Academy of Sciences, at the House of Scientists.
