Story

In Neuilly-sur-Seine, on the Champs Elysees and in the criminal suburb of Paris Saint-Denis, brutal reprisals against the influential Parisian tycoons of the underworld: drug dealers, owners of underground casinos and pimps. Behind these monstrous acts of mob law are the ranks from the leadership of the Parisian police, which created a secret armed group to eliminate criminals and objectionable persons under the name of "Fidelity to the Police." The organization is led by the Chief Commissioner of the Paris Police Roger Scatti.

Head of Police Casalleres calls Commissioner Eugene Grindel to him and instructs him to create a group to investigate the murders of Parisian gangsters. Pere, who lost his hand when clearing the bomb planted in the synagogue and special forces soldier Robert Lutz, whom Grindel despises because of his extreme right-wing, Nazi views, are appointed as assistants to Grindel.

Grindel begins to search for witnesses to the brutal killings, but unknown people kill them before he can interrogate them. The next victim is a former killer of an ultra-left terrorist group, who is killed by Scatti and his closest associates. The commissioner is trying to use his informant, but he is shot in a city park in full view of a huge number of people. Shortly before that, a car with the leadership of the Paris gendarmerie was blown up from a grenade launcher on the outskirts of Paris.

Later, the police department receives an appeal on behalf of “Fidelity to the Police,” which says that the organization takes responsibility for the attempt on the gendarmes and declares war on all criminals and traitors to the national interests of France, and any dissent is to be isolated from society or destroyed. the conclusion that in his group is an agent of "Fidelity to the Police." Suspicions fall on Lutz, but he cannot be interrogated - admitting to having connections with “Fidelity to the Police,” he is thrown out of the window. Grindel is contacted by one of the police officers, who is in “Fidelity to the Police” and is ready to make a sincere confession by reporting the name of the main recruiter of the organization - Commissioner Latyuyev. When trying to arrest Latyuev, he commits suicide, and a policeman is found hanged with his throat cut.

One of Scatti's accomplices comes to Pere and admits to being a member of the Fidelity of the Police. Pere decides to withhold this information from Grindel and find out more personally. Grindel and his assistants are ambushed on the road, where they are shot from the truck in front of them. Only Inspector Cohen and Grindel himself survive, who is injured in the leg. Pere arrives at the Fidelity of the Police congress, where it turns out that the death sentence against himself has been masked under the negotiations. Scatti personally kills him. Grindel decides to take revenge on the killers.

The head of the police calls Grindel to him. He already understands that “Fidelity to the Police” has its agents at the very top of the police authorities and demands the extradition of Scatti from Casalleres himself. He refuses and it becomes obvious that he is also a member of this group. But Grindel envisioned this scenario and recorded the entire conversation with the members of Fidelity to the Police for the subsequent transfer of evidence to the main internal security inspectorate. Members of the organization surrender, Scatti is trying to commit suicide, but Grindel kills him after learning that he is the killer of Pere. On the same day, Grindel announces his retirement from the police.
