The stepbrothers Eli and Joshua pray in the cornfield to "Who bypasses the ranks." The drunk father begins to look for his own son, Joshua, to beat, Joshua hides, and Eli remains to stand up for him. When the father approaches, the boy begins to conjure and the father becomes alive a scarecrow.

The wealthy family William and Amanda Porter adopt Eli and Joshua; so the children who grew up in the village move to the big city of Chicago . While the children are getting acquainted with the yard of the house, Amanda opens the suitcase and sees a bunch of insects there. Amanda starts screaming when William and the boys come running, then the corn turns into a suitcase. While the family is having lunch, Eli offers to pray, when he prays - Glory to “Tom who passes around the ranks,” let him dismember and kill those who are sinners. At night, Eli comes to an abandoned factory (which is located near the Porters' house) and plants corn near him. Once there comes a homeless man and he is killed by corn.

Eli and Joshua are sent to school. Joshua has friends, Malcolm’s best friend, and Marie’s girlfriend (she’s Malcolm’s sister). Amanda begins to complain to William about the corn behind the fence, she sucks the roses from the roses in their garden. When William comes to an abandoned factory, it comes to him that this corn can be sold (William works in a company selling vegetables and fruits). Eli brings the corn seeds to the canteen, these seeds are fed to the students' food, they begin to sink into the religion of "One who bypasses the ranks." At night, the father of Frank Nolan dreams of the murders of the cities of Getlin and Hemingford. Amanda decides to mow corn, corn attacks her when she runs away, she stumbles and falls on a pipe, punches her head to death. Eli begins to preach a sermon that Saint Joseph was a child who saw the future, he foresaw the problems of the world, and adults are to blame for this, they deserve to die.

A woman who works in the “service for the care of children” (she found guardians for Eli and Joshua) finds details about the events in Getlin and Hemingford and finds out that Eli is from Getlin, and that he is a member of the corn children sect. Eli begins to seem to her, she begins to smoke, when she lights a cigarette, the fire is sucked into her throat, the woman burns. After the children kill the priest. Joshua understands that something is wrong in the city, they come with Malcolm to the house where Joshua and Eli used to live. Joshua digs up Eli's book, the guys are attacked by the scarecrowed father, Joshua defeats him, and Malcolm kills the corn. At the abandoned factory there is a group of children, William comes drunk and says that the corn will be sold to other cities. Eli kills William.

When Joshua arrives at an abandoned factory, he kills Eli. Suddenly, a monster appears from under the ground ("One who bypasses the ranks"). He begins to kill children and grabs Marie, but Joshua rescues her, mortally wounding the monster with a scythe.

Epilogue. Devil corn is transported to Hamburg.

"Children of Corn 3: City Harvest" was the first film in the series released by Dimension and Miramax Films, which acquired the rights to the series and subsequently released six more sequels. It is also the first film in the series, which was released immediately on video in US stores on September 12, 1995.
