Viktor Anatolievich Koksharov (born August 1, 1964 , Kamensk-Uralsky , Sverdlovsk Region ) is a Russian politician, chairman of the Government of the Sverdlovsk Region ( 2007 - 2009 ), rector of the Ural Federal University named after the first President of Russia B.N. Yeltsin (from April 9, 2010 [1] ).

Education
In 1986 [2] he graduated from the Faculty of History of the Ural State University named after A. M. Gorky .
Candidate of Historical Sciences (1992).
He underwent further training under the programs of the Friedrich Naumann Foundation (Germany), TACIS (at UrAGS ), the US information agency for state support of small and medium-sized businesses [3] , and completed advanced training courses under the program of the John Smith Institute at the University of Birmingham.
Career
After receiving his diploma, he remained at Ural State University, was an assistant at the Department of History of the USSR, a secretary of the Komsomol committee, and a senior lecturer at the department of modern history and theory of international relations. In 1995, he moved to the Ural branch of the Russian Academy of Sciences as the chief specialist of the department of external relations of the presidium of the department.
In the early 2000s, he became the head of the information and analytical department of the Ministry of International and Foreign Economic Relations of the Sverdlovsk Region. On May 11, 2004, by the decree of the Governor of the Sverdlovsk Region, Eduard Rossel, Koksharov was appointed Minister of International and Foreign Economic Relations of the Sverdlovsk Region (in the government of Alexei Vorobyov ). The post of minister has remained vacant since March, when the former head of the department, Yuri Osintsev, was elected chairman of the House of Representatives of the Legislative Assembly of the Sverdlovsk Region .
June 18, 2007 Vorobyov, who led the regional government for over 11 years, resigned "for health reasons." And on the same day, June 18, Rossel formally submitted Koksharov’s candidacy to the Regional Duma for approval by the prime minister. The next day, June 19 , Koksharov was approved in office.
On August 19, 2009, the Presidium of the General Council of the United Russia Party decided to submit to the President of the Russian Federation a proposal on three candidates for the post of governor of the Sverdlovsk Region (V. A. Koksharov, A. S. Misharin , E. E. Rossel ). On November 10, President Dmitry Medvedev submitted to the Regional Duma for the approval of the Governor of the Sverdlovsk Region the candidacy of Misharin , who was approved in his post and assumed his duties on November 23, 2009 .
From November 23 to December 7, 2009, Viktor Koksharov continued to lead the regional government as an acting chairman. On December 7, the new governor proposed for consideration by the Legislative Assembly of the region Anatoly Leonidovich Gredin , who became the new Chairman of the Government of the Sverdlovsk Region.
On April 9, 2010, by an order of the Government of the Russian Federation signed by VV Putin, Viktor Koksharov was appointed rector of the newly created Ural Federal University for 5 years [1] .
In April 2015, Dmitry Medvedev extended the powers of Koksharov for another 5 years [4] .
In April 2016, Viktor Koksharov submitted documents to the primaries of the United Russia party in order to be nominated as a candidate for the Legislative Assembly of the Sverdlovsk Region [5] and was soon included in the list of candidates [6] , where he was listed as a “supporter” of this party [ 7] . As a result of the vote, Koksharova was circumvented by his own subordinate - associate professor of one of the departments of the Ural Federal University M. Klimenko [8] . However, Koksharov was still nominated to the regional Legislative Assembly from "United Russia" in the same district where he lost the primaries, but according to the party list [9] .
Income and property
According to the results of 2014, Koksharov bypassed the remaining rectors of the state universities of Yekaterinburg in his income, having earned 11 million 845 thousand rubles for the year. Moreover, formally, Koksharov’s property was only an apartment of 107 m². His wife earned in 2014 only 418 thousand rubles. Koksharov’s wife owned a house and a land plot [10] . In 2015, he earned 12.8 million rubles, that is, an average of more than 1 million rubles per month [11] .
