Library History

The library was founded as the Yekaterinburg Public Public Library in 1899 .

Library Foundation

Project for Establishing a Public Library in Yekaterinburg

On January 6 (19), 1896, in Yekaterinburg , the industrial and commercial county town of the Perm province , the Society of Fine Arts Lovers (EOLI) was created, one of the tasks of which was the creation of a public public library [1] . At a meeting of the company on October 30 (November 12), 1897, a special commission was elected (consisting of 5 people: Vladimir Narkisovich Mamin , Alexandra Alexandrovna and Mikhail Ivanovich Dogadov, Elizaveta Nikolaevna Zaitseva and Alexei Nikiforovich Batmanov ) to develop a draft charter and determine the financial conditions of the library . An appeal was prepared to the Yekaterinburg City Council , Zemstvo institutions and the Ural Medical Society (UMO) with a request to financially help in the organization. At the same time, collection of donations began (on 14 subscription sheets, which were compiled in the notary office of A. N. Batmanov). The first book contribution (about 2 thousand volumes of her private library worth 1,486 rubles) was made by E. M. Kremlyova , who later became the director of the library [1] .

The next step was the creation of a special society for the establishment of the library (which was decided on January 8 (21), 1898 at a general meeting of the Society of Fine Arts Lovers ). Under the leadership of Andrey Ivanovich Kozhevnikov, manager of the Yekaterinburg office of the State Bank, on February 2 (15) of the same year, interested Yekaterinburg residents discussed the draft charter of the V. G. Belinsky Yekaterinburg Public Library at the State Bank in Yekaterinburg. Over the next few days, the project was signed by 54 Uralians who became the founders of the library [1] .

On February 28 (March 13), the signed charter of the library was sent to the Perm Governor for transmission for approval by the Minister of the Interior . However, the ministry rejected the charter, demanding a number of changes, including restrictions on the activities of the reading room (Β§ 5 of the Charter). The founders made most of the changes, included the directors of the classical gymnasium and two Yekaterinburg schools on the board, but left unchanged Β§ 5. The new charter was approved, but Β§ 5 was deleted [1] . And to the 50th anniversary of the death of V. G. Belinsky did not have time to open the library. Meanwhile, organizational work was underway to raise money for the library: a subscription was held, several charity performances were held, and some residents of Yekaterinburg donated books and magazines to the fund.
