Jack and Philip are brothers, and they both work as police officers. More precisely - they no longer work - they were fired: they killed a criminal-terrorist who took the girl hostage, and the killed criminal turned out to be the son of a big shot: his father is the owner of a famous publishing house.
Here the brothers' paths diverge - they are invited to take a chance and complete a difficult task: Philip agrees, and Jack is already tired of everything, and he refuses. Over time, Jack receives a message from his brother Philip, in which he reports that he was in trouble. Philip is located on one of the Caribbean islands - the island of St. Clay, and Jack now has to rush to help his brother.
And at this time on the island, the crazy scientist Kessel conducts experiments and creates cyborgs. It sells to people in different countries so that they use cyborgs as killer robots. For Philip, the task he performed became a trap - all his comrades died, and he himself fell into the clutches of Dr. Kessel and he wanted to make a former police cyborg. With the help of a new, more powerful cyborg, Kessel hopes to kill the president of one of the Caribbean states. Jack still does not know anything about the actions of a crazy evil genius and is simply in a hurry to help his brother.
In the 90s, the film was distributed on video in the author (one-voice) translation of Yuri Zhivov.
