State Corporation - Housing and Utilities Reform Support Fund - a non-profit organization in the legal form of a state corporation to create safe and favorable living conditions for citizens and stimulate housing and communal services reform, the formation of effective mechanisms for managing the housing stock, the introduction of resource-saving technologies by providing financial support at the expense of the Fund.

The initial property contribution of the Russian Federation to the Fund budget at the expense of additional state revenues is 240 billion rubles. (December 2007). For 2008 - 2015 With the participation of the Housing and Utilities Fund, as well as regional and municipal budgets, over 900 billion rubles were allocated for the implementation of regional programs for the resettlement of citizens from emergency housing, overhaul of apartment buildings and modernization, including more than 500 billion rubles were allocated from the Fund.
In addition, the Fund uses the proceeds from the placement of temporarily available funds to finance regional capital repairs and resettlement programs from emergency housing - 11.7 billion rubles have already been sent to the regions.
Initially, the Fund was to operate until January 1, 2013, after which it was subject to liquidation. Later it was decided to extend its work until 2015. On April 16, 2012, Chairman of the Government of the Russian Federation and President-elect of the Russian Federation Vladimir Putin said that the work of the Fund could be extended after 2015 (according to paragraph 23 of article 1 of the Federal law of 25.12.2012 N 270-ФЗ "On amendments to the Federal law “On the Fund for Assistance to the Reform of Housing and Communal Services” - until January 1, 2016.) On November 28, 2018, President of the Russian Federation Vladimir Putin signed a law extending the work of the fund until January 1, 2026. [1]
Content
Fund Functions
The fund performs the following functions :
1) consider applications submitted by the constituent entities of the Russian Federation for the provision of financial support at the expense of the Fund (hereinafter also the application);
2) makes a decision on compliance of applications and documents attached to applications with requirements established by Federal Law No. 185-FZ;
3) decide on the provision of financial support at the expense of the Fund on the basis of applications;
4) provides methodological support for the preparation by the constituent entities of the Russian Federation of applications and documents attached to applications;
5) monitors the implementation of regional targeted programs for the overhaul of apartment buildings and regional targeted programs for the resettlement of citizens from emergency housing, as well as the fulfillment of the conditions provided for by this Federal Law for the provision of financial support from the Fund;
6) performs other functions provided for by the Federal Law of July 21, 2007 No. 185-ФЗ “On the Fund for Assistance to the Reform of Housing and Communal Services”.
Providing financial support
The fund provides financial support for the implementation of regional targeted programs:
- overhaul of apartment buildings
- for the relocation of citizens from emergency housing stock
- on the resettlement of citizens from emergency housing, taking into account the need to stimulate the development of the housing market (from December 1, 2008 to the end of 2009)
- on the resettlement of citizens from emergency housing stock, taking into account the need to stimulate the development of low-rise construction (since March 10, 2010 in accordance with Federal Law 25-FZ)
- to provide financial support at the expense of the Fund for the implementation of measures to support single-industry municipalities considered by the Board of the Fund.
- on the modernization of communal infrastructure systems (according to the amendments made by the Federal Law of 25.12.2012 N 270-ФЗ "On Amendments to the Federal Law" On the Fund for Assistance to the Reform of Housing and Communal Services ").
