The Civil Patrol group, which was just formed at the initiative of commandant Lassard, (in other translations, “Public Patrol”, “How to Stop Crime” (abbr. “KOP”), “Police Assistance” (abbr. “SOP”), “Civilian Population” on the street ”(abbreviated as“ GNU ”) needs recruits from the city’s civilian population. Story
Eric Lassard, the commandant of the Police Academy, decided to organize a civilian police support group called “Community Patrol” (abbreviated as CPC) in order to increase citizens' trust in the police. Former alumni, now police officers and Academy instructors, Carey Mahoney, Deby Callahan, Moses Hightower, Eugene Theckberry, Laverne Hooks, Larwell Jones, Chuck Switchchuck and Zed consider Lassard's idea brilliant and are trying to successfully implement it. However, Lassard’s ideological adversary, Captain Harris, striving to take the place of the rector of the Academy, considers Lassard’s idea to be unsuccessful and is doing his best to prevent Lassard and his assistants.
Meanwhile, the Academy is recruiting volunteers to participate in the CPC. Among the volunteers are: big guy Tommy Konkin, nimble grandmother Mrs. Feldman, who is tired of sitting in a nursing home, as well as two teenage skateboarders Arnie and Kyle, who got into the CPC program as an alternative to prison, where they would be sent for skateboarding in public places.
Lassard immediately after the formation of the CPC group goes to an international conference in London, and Harris is appointed acting rector. Together with Captain Mauser inherited from Lieutenant Proctor, he is trying to discredit the CPC group.
Soon, CPC training begins. During one of the training sessions, Zed rescues Kyle, who fell into the pool, thereby winning the sympathy of one of the group members - Laura. A romance flares up between them, for which Harris immediately reports them. In retaliation, Zed palms Harris, who is in the shower, instead of a deodorant spray with a Cherry Bird , which is why Harris burns his armpits. And when Harris tries to teach a lesson about using an oxygen mask, Hooks connects his mask to a helium cylinder, after which Harris begins to speak in a “squeaky” voice.
Mahoney then tells Harris and Proctor where the city’s best salad bar is located, but when Harris and Proctor arrive at the designated location, it turns out that this is the gay oyster bar. Proctor then notices how academy instructors play basketball and promises to report this to Harris. Then Mahoney, Hightower, Jones and Zed, having seen Proctor go into the toilet cubicle , use the crane to move the cubicle directly to the football stadium, after which they remove the cubicle, leaving only the pallet , and Proctor appears in full view of the entire stadium.
One day, Jones hears Arnie, Kyle and Tommy say that they are ready for serious tasks. That very night, Mahoney and Jones awaken the trinity and carry with them on a mission. Arriving in some lane, Mahoney and Jones leave to detain the criminal, and Arnie, Kyle and Tommy are instructed to protect the rear. Hiding, Jones reproduces the sounds of shooting, which seriously scares them. Then Mahoney and Jones come back and bring the “detained” criminal - the sorcerer (who is actually disguised as Hightower), who carries with him his “murdered” Jones and Mahoney, brother (who is actually dressed as Tackleberry). Mahoney and Jones tell the guys that the sorcerer and the corpse of his brother will ride with them in the back. During the trip, the sorcerer begins to conjure over the body of his brother, which introduces the guys into a stupor. Soon the sorcerer’s brother comes to life. Arnie, Kyle and Tommy, frightened, break out the car door and run away. Mahoney, Jones, Hightower, and Tackleberry, who turned this trick, came to the conclusion that the guys were not so ready.
Soon, academy instructors are throwing a party for CPC members, but Harris, who appears, is again scolding everyone. Then Mahoney smears the Harris loudspeaker with superglue, and as a result, Harris with the loudspeaker sticking to his mouth gets to the hospital.
Soon, the CPC participants go to their first city patrol. During the patrol Mrs. Feldman notices some kind of warehouse, with people. Thinking that these are buyers of stolen goods, an old woman covers this warehouse. But it turns out that it was a secret police operation that Mrs. Feldman foiled. Harris now has reason to curtail the CPC program. At this moment, Lassard returns to the academy, who wants to acquaint the international delegation with his program. During the examination, Proctor inspects the cells where the criminals are sitting. The prisoners, taking advantage of his naivety, took his gun from him and escaped from prison, after having locked in a cell a delegation of policemen and her accompanying Harris, Proctor and Commissioner Hirst.
Having noticed the escaped prisoners, Mrs. Feldman reports this to all the policemen who are sent to catch the criminals. Tackleberry and Mrs. Feldman detain gangsters trying to rob a bank. Callahan, Jones and Tomoko Nogata returning from Japan detain a gang of ninjas hiding on a ship in the port. Meanwhile, Mahoney, along with journalist Claire Mettson, with whom he began a relationship, is chasing four bandits who hijacked a police car and come to an air show. There, the bandits, having split up, hijack a biplane and a balloon, on which they rise into the air. Mahoney and Claire themselves have to board a biplane and also take off. At this time, Harris and Proctor appear, who, riding a balloon, chase criminals, and Tackleberry, Zed and Switch, who, sitting in a biplane, also take off. During the persecution, Proctor, making a warning shot in the air, gets into his own balloon, because of which he and Harris fall into the river, from where Tommy, Arnie and Kyle come to the rescue. Meanwhile, in the air of Tackleberry, in order to catch the criminals, he jumps from the biplane to their balloon and arrests the violators. Sitchak and Zed, left alone, quickly lose control of the aircraft and, albeit with difficulty, make the jump with one parachute for two.
