Biography
Born July 28, 1833 in the village of Telyakovo, Romanov-Borisoglebsky district of the Yaroslavl province in the noble family of Telyakovsky . Graduated from Demidov Lyceum . Since 1853 he served in the St. Petersburg State Chamber, in the quartermaster's office. Since 1874 serves in the Ministry of Internal Affairs. For fifteen years he was vice-governor of the Pskov province.
In Pskov, he had the rank of State Councilor . He was chairman of the Council of the Pskov Brotherhood in the name of the holy first teachers of the Slovenian Cyril and Methodius.
In 1890 he was appointed to the post of Yenisei governor. During the governorship of Telyakovsky, the Trans-Siberian Railway passed through the Yenisei Province. On December 6, 1895, the first train arrived in Krasnoyarsk . Also, railway workshops were built in the city. The governor coordinated the allocation of land for the construction of the road, solved the social problems of the rapidly growing population of the province.
The governor organized a meeting between Tsarevich Nikolai Alexandrovich (future Nikolai II ) during his trip to Siberia. On July 1, 1891, the heir visited Krasnoyarsk.
Telyakovsky donated money to the Yeniseisk public library. He contributed to the organization of the resort on Lake Shira . In the summer of 1890, the governor, along with doctors from Krasnoyarsk and Tomsk, lived on the lake for several days. In 1895, at the initiative of the Society of Physicians of the Yenisei Province, a shelter was opened on the lake for the treatment of the poor.
The governor had a bad relationship with the press and the exiles. In 1891, Telyakovsky banned the performance of F. Filimonov "In the Siberian Territory", staged in the Krasnoyarsk theater . This was the first play by the Krasnoyarsk author, staged in the Krasnoyarsk theater. After that, the Governor-General of Eastern Siberia received a report entitled “Some Features of the Administrative Activities of L. K. Telyakovsky in the Yenisei Province”, which listed numerous facts of Telyakovsky receiving “gifts”.
In Krasnoyarsk, he was chairman of the Sinelnikovsky charity, the Yenisei branch of the Red Cross, and the funeral home of Krasnoyarsk. Member of the Krasnoyarsk society of music and literature lovers.
In 1895, Telyakovsky received the rank of Privy Councilor . In 1897, Telyakovsky retired. Leonid Konstantinovich died in a family estate on January 21, 1908 .
