Mifta Mohammed Kebba ( Arabic: مفتاح محمد كعيبة ) - Secretary General of the Libyan People’s Congress and formal head of state from March 3, 2008 to March 5, 2009 , before that in the 1980s Secretary of Justice. He became the head of state instead of Zentani Mohammed al-Zentani as a result of the reform of the highest authorities, which was carried out by Muammar Gaddafi .
