Appropriated by the Presidium of the Supreme Soviet of the USSR on the proposal of the USSR State Committee for Inventions and Discoveries , and the Central Council of the All-Union Society of Inventors and Rationalizers . Persons awarded the title “Honored Inventor of the USSR” were awarded a letter of honor from the Presidium of the Supreme Soviet of the USSR and a badge of the established form, worn on the right side of the chest, above the orders of the USSR (if any).

- Established by Decree of the Presidium of the Supreme Soviet of the USSR of December 28, 1981 N 6277-X;
- Confirmed by Decree of the Presidium of the Supreme Soviet of the USSR of August 22, 1988 N 9441-XI;
- On December 30, 1995, by the Decree of the President of the Russian Federation , the honorary title “ Honored Inventor of the Russian Federation ” was established

Breastplate Description
A badge and a rectangular block to which it was attached using an eyelet and rings were made of tompak , the block was additionally covered with a thin layer of gold . The diameter of the sign was 30 mm, the block had dimensions of 25.4 by 16 mm. The sign on the front side contained an image of a five-pointed star covered with red enamel , a sickle and a hammer against a gear . The edge of the sickle ended with the image of a flying rocket . The text “Honored Inventor” was placed at the top of the sign around the circumference. In the lower part of the sign, an abbreviation of the USSR was applied to a tape coated with red enamel .
On the back of the sign was the inscription "Honored Inventor of the USSR - creator of scientific and technological progress."
All inscriptions and images on the sign were convex, and the front side was bordered by a side.
The block on the sides had a notch. Its inner part was covered with a scarlet moire ribbon , to which an image of a laurel branch made of gilded tombac was attached. On the reverse side, the block had a pin for the possibility of attaching a sign to clothes.
