The National Library of Ukraine named after V.I. Vernadsky ( Ukrainian national library named after V.I. Vernadsky ) is the largest library in Ukraine in terms of the fund and floor space, the main scientific information center of the state [2] , research institute of the Department of History, Philosophy and Law of the NAS of Ukraine. It is one of the twenty largest national libraries in the world. In accordance with the order of the Higher Attestation Commission of Ukraine and NAS of Ukraine dated July 7, 2008 No. 436/311, all electronic versions of periodical printed scientific publications are published on the official website of NBU named after V. I. Vernadsky [3] .

Library History
It was founded on August 2, 1918 as the National Library of the Ukrainian State . The foundation of the library was carried out on the basis of the Law on the Establishment of the Fund “National Library of the Ukrainian State”, approved by the Rada of Ministers of the Ukrainian State. On August 23, an Interim Committee was formed to establish the National Library of the Ukrainian State in Kiev. The first composition of the Provisional Committee: Chairman V. I. Vernadsky (First President of the Ukrainian Academy of Sciences) and its members: S. A. Efremov , A. E. Krymsky , I. P. Zhitetsky and V. A. Kordt .
At the beginning of 1919 the library was provided with one room in the building of the Ministry of Education ( Tereschenkovskaya St. , 2). In March 1919, the library received a temporary building - the main building of the College of Paul Galagan on Fundukleevskaya Street. Subsequently, the library was moved to 4 rooms in the smallest building of the Collegium (at the intersection of Pushkinskaya and Fundukleevskaya streets).
On May 3, 1919, the General Meeting of the Academy of Sciences decided to replace the term “National” with the term “Popular”; the library became known as the "National Library of Ukraine at the All-Ukrainian Academy of Sciences in Kiev" (WBU). On October 30, 1919, a member of the Provisional Committee, E. A. Kivlitsky , was elected Chairman of the Council of Librarians of the WBU, in 1919-1920 he became the first head of the National Library of Ukraine. In October 1920, Kivlitsky was replaced by Yu. A. Ivanov-Mezhenko as head of the National Library.
On the initiative of the head of the Podolsk regional archive, Yu. S. Aleksandrovich, and with the help of the National Library of Ukraine, the Vinnitsa branch of the WBU was founded. In 1923, it was headed by V.D. Otamanovsky.
Since 1923, the library began to receive two obligatory copies of prints of the Ukrainian SSR, on the basis of which the creation of a collection of archival copies of prints of the Ukrainian SSR began. The first official director was S.F. Posternak .
In August 1941, the library was evacuated to Ufa , the capital of Bashkiria , where a reading room with an open access fund was opened in the premises of the State Pedagogical Institute. In May 1944, the library returned to Kiev.
In 1946, under the leadership of the Director of the Library, Yu. A. Mezhenko, the tradition of publishing a special library magazine was revived, the Journal of the Library of the Academy of Sciences of the Urals Republic of Belarus began to appear (in accordance with the then name of the library).
Since 1957, the library has been part of the international subscription system.
Until 1965 - the State Public Library of the Academy of Sciences of the Ukrainian SSR.
In 1965, the library was named the “Central Scientific Library of the Academy of Sciences of the Ukrainian SSR”.
In 1980, the library’s funds totaled more than 10 million items, including 516 incunabula, about 300 thousand manuscripts, over 6500 books with Church Slavonic script of the XV — XVI centuries. The most complete in Ukraine collection of sets of newspapers and magazines (over 119 thousand).
On February 19, 1988, in accordance with the decision of the Council of Ministers of the Ukrainian SSR, the Central Scientific Library of the Academy of Sciences of the Ukrainian SSR was named after Academician V.I. Vernadsky .
On April 5, 1996, by the decree of the President of Ukraine, the library was granted the status of a national library [4] . By the same decree, the Fund of Presidents of Ukraine was established in the library.
In 1998, the library, together with the Institute for Information Registration Problems of the National Academy of Sciences of Ukraine, began the formation of the scientific database "Scientific Ukrainika" ( Ukrainian: Ukrainian Science ) and the publication of the Ukrainian abstract journal "Dzherelo".
On August 25, 2004, the Cabinet of Ministers of Ukraine approved the State Program for the Development of the National Library of Ukraine named after V.I. Vernadsky for 2005-2010, defining the Library as the main scientific and information center of the state. The program also aims to increase the technological power of the institution and introduce new information technologies for the formation and use of document resources [2] .
Organizational
The library has more than 40 divisions grouped by their areas of activity into institutes ( library science , Ukrainian books, manuscripts, archival studies , biographical studies), centers (conservation and restoration, cultural and educational, computer technology, scientific and publishing), the Presidents Fund of Ukraine and the Service information and analytical support of public authorities (SIAO). The library employs more than 900 employees, of which library - 65%, scientific - 20% and auxiliary - 15%.

Library Buildings
The National Library of Ukraine named after V.I. Vernadsky is the largest library in Ukraine in terms of space [5] .
In 1929 - 1930 , according to the project of architects V. A. Osmak and P. F. Alyoshin, the building for the Library was built at 62 Vladimirskaya Street . The architecture of the building is designed in the neoclassical style. This building constitutes an integral architectural ensemble together with the building of the M. Maksimovich Scientific Library of Taras Shevchenko National University of Kyiv (58, Vladimirskaya Ulitsa), designed by the same architects in 1939-1940 , and the Main (“Red”) University building. Since 1989, the Branch No. 1 of the Library has been located in this room.
The main building of the V. I. Vernadsky National Library of Ukraine was built in 1989 on a 3- hectare site according to the project of the Kyivproject architects V. Gopkalo, V. Grechiny and V. P. Peskovsky. The vertical part of the structure (book depository) has 27 floors, in the horizontal part there are reading rooms and office rooms of the library.
The interior of the main room is decorated with works of art of significant artistic value.
In the lobby of the Library there is a monumental and decorative panel “Pain of the Earth” (authors V. I. Pasivnko and V. M. Pryadka, 300 m²), made using encaustic technique . The main theme of this composition is the disclosure of the main purpose of science - the protection of life on Earth.
The foyer in front of the reading rooms is decorated with the tapestry-triptych “The Origins of Slavic Writing” (authors M. T. Litovchenko and I. S. Litovchenko, size 7 × 3.5 m), made using the manual weaving technique. Materials - wool , lurex. The compositional solution of the tapestry (triptych) is due to the presence of columns that do not allow the viewer to perceive the entire area of the canvas at the same time. In the central part, against the background of a bright fire, pagan symbols are depicted, personifying images of the creation of the world and the birth of writing. Further, symbolic images are replaced by specific ones: the Kiev chronicler and writer Nestor , the creators of the Slavic alphabet Cyril and Methodius , the lexicographer, writer and engraver Pamvo Berynda - the author of the first printed Ukrainian dictionary, the Ukrainian and Russian first printer Ivan Fyodorov , the political and educational figure of Ukraine, Metropolitan of Kiev Petr The grave. The left and right parts of the triptych are devoted to the evolution of writing in the conditions of informatization of society.
The authors of both of the above-mentioned works in 1998 became laureates of the T. Shevchenko National Prize of Ukraine.
The decorations of the library interior are sculptural compositions by the authors of the team led by B. S. Dovgan. In the central lobby there is a bust of the organizer and first president of the Ukrainian Academy of Sciences, the founder of the library V. I. Vernadsky. Along the ramp (gently sloping stairs) connecting the first and second floors of the library, 11 marble busts of prominent figures have been installed that have made a significant contribution to the development of world science and culture: Yaroslav the Wise , Ivan Fedorov , MV Lomonosov , G. S. Skovoroda , N I. Lobachevsky , A. S. Pushkin , T. G. Shevchenko , D. I. Mendeleev , I. I. Mechnikov , K. E. Tsiolkovsky and A. S. Popov .
Library Funds
Composition of funds
The size of the funds [6] is about 15 million storage units. This is a unique collection of information sources, including books, periodicals and serial publications, maps, notes, prints, reproductions and other publications, manuscripts, old-printed books, archives of historical newspapers, documents on non-traditional media. The library has the most complete collection of Slavonic written monuments and manuscript books in Ukraine, autographs and personal archives of prominent figures of Ukrainian and world science and culture. The components of the funds are the library and archive collection “Fund of the Presidents of Ukraine”, an archival copy of the press of Ukraine since 1917, the archive fund of the National Academy of Sciences of Ukraine. Since 1998, purposeful acquisition of electronic documents has been carried out, since 2005 , archiving of scientific and information resources of the Internet has been carried out.
160-180 thousand documents (books, magazines, newspapers, etc.) are received annually in the funds. The library is completed with all Ukrainian publications. In accordance with the Law of Ukraine “On the Mandatory Copy of Documents” and a number of other laws and by-laws, the library receives a mandatory hard copy of all duplicated documents published in Ukraine. In practice, since the 1990s, many publishers have not complied with the norms of laws on binding [7] . Exclusively National Library of Ukraine named after V.I. Vernadsky receives a printed copy of dissertations defended in Ukraine, and some types of mandatory electronic copies: abstracts of dissertations (since 1998) and special printed publications (since 2009).
Another source of acquisition is an international book exchange, maintained by a library with more than 1,500 academic institutions and libraries in 80 countries. The library as a depository of UN documents and materials in Ukraine is sent publications of this organization and its specialized bodies (since 1969).
Library and Historical Collection Foundation
The collection of library and historical collections contains various library collections of the past (libraries of the Kiev Theological Academy, University of St. Vladimir, Ostroh Academy, etc.) and smaller collections of historical collections - systematic book collections of prominent persons of significant historical and cultural value. Among the most interesting historical collections, the following stand out: the library of the last Polish king Stanislav-August Poniatowski, known under the name the Royal Library "Regia"; patrimonial meeting of the Polish scientist and philanthropist Prince Jozef Alexander Yablonovsky; a collection of famous statesmen of the Grand Duchy of Lithuania counts Joachim and Adam Khreptovichi, compiled during the 2nd half of the 18th - early 19th centuries.
Cartography Hall
The Cartography Hall is the only specialized library unit in Ukraine that serves readers with cartographic publications and materials on geodesy, cartography, geology, geography, and other Earth sciences. The array of rather unique cartographic stock contains various maps, atlases, plans, cartograms and other materials of the 16th century, domestic and foreign, different in language, subject, purpose and production.
Newspaper Funds
Newspaper funds NBUV is the only specialized archive of this type of press in Ukraine. From 1818, Ukrainian newspapers were Kharkiv Izvestia (published by Kharkov University), Russian newspapers from 1732 (Saint Petersburg Provincial Gazette), and foreign ones from 1728 (Gazeta Warszawska). The first newspaper to be published in Ukrainian is Khliborob (1905, Lubny). In total, the NBUV newspaper funds account for about 182 thousand annual sets of newspapers.
Foreign Ukrainian
The meeting of the department of foreign Ukraine, founded in 1991, became available to a wide range of readers after the abolition of prolonged state party censorship and Glavlit bans. It contains the works of Ukrainians, publications in the Ukrainian language, research on Ukrainians and Ukraine, published beyond its modern borders.
Music Foundation
The funds of the department for the formation of the music fund - the largest storage in Ukraine and one of the richest in the world - has about 225 thousand storage units. The collection of notes covers publications from the 2nd half of the 17th century; for the most part, these are all types of music products published and published in Ukraine. The special value of the fund is a collection of notes from the collection of the hetman of Razumovsky. They date from the 2nd half of the 18th - the middle of the 19th century and come from most of Europe. Many of them are rare and unique, unique in the world.
Department of Fine Arts Foundation
The foundation of the department of fine arts contains over 262 thousand units of storage of various artistic works of mankind, including Ukraine, from the 17th century to the present day: popular prints, engravings, various illustrations of localities, architectural monuments, historical events, books, magazines, albums, art reproductions, postcards, posters, portraits.
Judaica
The collections of the Jewish Studies Department (about 142 thousand items) consist of many collections of Jewish literature and manuscripts. The archives of Jewish societies that existed in Ukraine, and private archives, print monuments, books, magazines, and newspapers are stored here. Among the archival funds there are documents and creative materials by A. Ya. Garkavi , N. Baket, Sholom Aleichem , M. Ya. Beregovsky and many other figures of Jewish culture.
Pearls of the Library
Of exceptional scientific and cultural significance is one of the richest collections of ancient monuments of Slavic writing , manuscript books of the 11th – 18th centuries, historical documents of the 16th – 18th centuries. The Library also holds a large collection of monuments of Slavic and West European typography of the XV — XVI centuries, including a collection of 524 incunabula .
- Peresopnytsia Gospel (1556-1561) is an outstanding handwritten monument of the West Russian language and art of the 16th century. One of the first Ukrainian translations of the canonical text of the Four Gospels. Считается ценнейшей духовной святыней украинского народа, на которой во время инаугурации принимают присягу Президенты Украины.
- Киевские глаголические листки (X в.) — один из древнейших глаголических памятников старославянской письменности.
- Слипченский Апостол (XII в.) — рукопись на пергаменте .
- Оршанское Евангелие (XIII в.)

- «Трактат» Матвея Краковского (1459—1460) — памятник книгопечатания XV века, изданный в Майнце (на родине И. Гутенберга ) ещё при его жизни.
- «История животных» Аристотеля (Венеция, 1476), напечатанная на пергаменте (один из двух известных в мире пергаментных экземпляров).
- Киево-Печерский патерик (1553—1554) — памятник оригинальной литературы Киевской Руси , сборник религиозно-фантастических повествований об истории Киево-Печерской лавры и первых её сподвижников.
- «Апостол» Ивана Фёдорова (1564, 1574) — первая книга, напечатанная на Украине.
- Собрание фонографических записей еврейского музыкального фольклора (1912—1947). Коллекция насчитывает 1017 восковых фоноцилиндров и значительный по размеру дополнительный материал: нотные и текстовые расшифровки к фонограммам [8] . Памятник включён в реестр ЮНЕСКО «Память мира» [9] .
Библиотечное обслуживание
Универсальными информационными ресурсами Библиотеки пользуются около 500 тыс. читателей, которым ежегодно выдаётся до 5 млн документов. Ежедневно Библиотеку посещают 2 тыс. учёных, специалистов, аспирантов и студентов. Их информационное обслуживание осуществляется в 16 отраслевых и специализированных залах основного библиотечного комплекса, а также в 6 залах филиала, где размещено крупнейшее на Украине собрание газет, фонды рукописей, старопечатных книг и редких изданий, эстампов и репродукций, нотных изданий, собрания иудаики, а также значительная часть Архивного фонда Национальной академии наук Украины. Интернет-портал Библиотеки ежесуточно посещают более 40 тыс. пользователей. Особая категория абонентов — информационные службы органов государственной власти, среди которых Верховная Рада Украины , Администрация Президента Украины и Кабинет Министров Украины .
Справочно-поисковый аппарат
Поисковый аппарат Библиотеки имеет в своём составе систему библиотечных каталогов и картотек и фонд справочно-библиографических изданий объёмом в 200 тыс. экземпляров. Этот фонд включает документы нормативного характера (законы, указы, постановления и проч.), энциклопедии, толковые словари, справочники, библиографические пособия. Систему библиотечных каталогов и картотек образуют генеральный алфавитный каталог, читательские алфавитный и систематический каталоги и более 30 каталогов и картотек подразделений библиотеки. С 1994 года наполняется электронный каталог, с 1998 — общегосударственная реферативная база данных «Научная украиника».
В локальных информационных сетях Библиотеки находятся свыше 700 компьютеров; на Интернет-портале — 3,5 млн библиографических и 320 тыс. реферативных записей, а также 300 тыс. полных текстов документов; в Интранет-среде — 700 тыс. публикаций. Поиск в электронных ресурсах осуществляется программным модулем WWW-ISIS (ЮНЕСКО).
Научно-исследовательская деятельность
Библиотека — научно-исследовательский институт в области научно-информационной деятельности, библиотековедения и смежных наук. Она имеет аспирантуру и специализированный совет по защите диссертаций на соискание степеней кандидата и доктора наук по специальностям:

- 07.00.2010 — документоведение , архивоведение ;
- 05.13.2006 — Информационные технологии.
Библиотека издаёт ряд научных специальных изданий, в том числе, журнал «Бібліотечний вісник», сборники научных трудов «Наукові праці НБУВ», «Рукописна та книжкова спадщина України», «Українська біографістика» и др.; проводит ежегодные международные научные конференции, научно-просветительские и прочие мероприятия.
Международное сотрудничество
НБУВ является членом многих международных и украинских библиотечных объединений: Международной федерации библиотечных ассоциаций и учреждений, Конфедерации европейских национальных библиотек, Библиотечной Ассамблеи Евразии [10] , Международной ассоциации музыкальных библиотек, архивов и документных центров.
На базе собрания книг библиотеки имени Вернадского действуют профессиональные объединения: Ассоциация библиотек Украины, Совет директоров научных библиотек и информационных центров академий наук — членов МААН и Украинское биографическое общество.
Библиотека осуществляет книгообменные связи с 1105 научными учреждениями в 66 странах мира, ежегодно проводит международные конференции, симпозиумы, совещания по актуальным вопросам развития деятельности библиотек в современном мире, информационной деятельности научных библиотек и информационных центров.
