Education and work
He graduated from school number 17 and (with honors), the Faculty of Civil Engineering PPI in 1985 . Candidate of Technical Sciences , Doctor of Law , Professor of the Academy of the Ministry of Internal Affairs of the Russian Federation ( St. Petersburg ). From 1985 to 1988 , from 1991 to 1992, he was a teacher at the Department of Building Structures at PPI, from 1988 to 1991, he was a graduate student at the V. A. Kucherenko Central Research Institute of Building Structures ( Moscow ). In 1992, he created the financial and industrial group “DAN” in Perm (oil supplies, trade in petroleum products), then becoming the president of this group.
Political Activities
He was elected as a deputy of the Legislative Assembly of the Perm Region (1997-1999). In 1999, he created the regional social and political movement “The Work of Life” and headed the informal group of deputies “The Work of Life” in the regional Legislative Assembly.
In December 1999, he was elected to the State Duma of the third convocation in the Leninsky single-mandate constituency No. 139 of the Perm Region, was a member of the Unity faction, a member of the Committee on Energy, Transport and Communications, and then - Deputy Chairman of the Legislation Committee.
In December 2000, he participated in the election of the governor of the Perm Region , gained 5.62% of the vote and took 3rd place.
