Abyzov, Mikhail Anatolyevich

Born June 3, 1972 in Minsk in a simple family. ^[eight]

Mikhail Abyzov began his labor activity at the age of 14: he worked as a general designer in Minsk, then as a loader of the Belarus brewery (now Alivaria LLC ). Since 1999, Abyzov has been the deputy chairman of the board of RAO UES of Russia, who replaced Valentin Georgievich Zavadnikova, Alexander Mechetin’s companion in the Synergy group (currently the owner of Royal Credit Bank JSC).

Since 2004, due to a change in the organizational structure of RAO UES of Russia, the businessman was appointed a member of the Management Board of RAO and managing director of business unit No. 1.

By the Decree of the President of the Russian Federation dated January 18, 2012 (Decree No. 81) he was appointed Advisor to the President of the Russian Federation ^[17] . On May 21, 2012, he became a member of the new Government of the Russian Federation in the capacity of minister responsible for organizing the work of the Government Commission for the Coordination of Open Government Activities ^[18] . In May 2018, he resigned as minister in connection with the abolition of the post.

He was the coordinator of the Public Committee of the supporters of the President of the Russian Federation D. A. Medvedev ^[19] . Since 2010 he has been a member of the Board of the Russian Union of Industrialists and Entrepreneurs .

Led an expert working group to review community initiatives ^[20] . As of the beginning of 2016, none of the initiatives that gained more than 100 thousand votes was approved by the expert group ^{[21] [22]} .

On March 26, 2019, the Investigation Committee of the Russian Federation reported the initiation of a criminal case against Abyzov. He is suspected of committing crimes under Part 3 of Art. 210 of the Criminal Code , Part 4 of Art. 159 of the Criminal Code of the Russian Federation (creation of a criminal community with the use of official position ; fraud on a large scale) from April 2011 to November 2014. He is charged with embezzling and bringing abroad 4 billion rubles. On the same day, Abyzov was detained ^{[29] [30] [5]} .

Prime Minister D. A. Medvedev found out about the case against Abyzov after his arrest ^[31] . Later, the prime minister explained that Abyzov’s commercial activities were completely unknown to him, but he was aware of the conflict between Abyzov and his creditors, which received “criminal development” ^[32] . Medvedev’s press secretary, Oleg Osipov, clarified that the case against Abyzov was not related to his work in the government, but was caused by unresolved claims of business partners ^[33] .

Experts noted that the events incriminated to Abyzov took place in 2011–2014, when he was already working as the minister of the “open government”, but received super-profits, because he combined state and business activities. Speaker of the Federation Council of the Russian Federation V.I. Matvienko drew attention to Minister Abyzov’s control of offshore companies , which, in addition to the main embezzlement, itself violates legislation ^{[34] [31] [35] [36]} .

Dmitry Peskov, a spokesman for President Putin of the Russian Federation, said that President Putin knew about the development of Abyzov beforehand, but the Kremlin is not entitled to comment on the attitude to the detention, so that it would not be perceived as pressure on the investigation ^[37] .

On March 27, 2019, Abyzov was arrested by the court until May 25, 2019 ^[6] . Abyzov’s interests in court are represented by 8 lawyers ^[38] . Lawyers were offered house arrest in Barvikha for a pledge of one billion rubles, but the court refused, Arkady Dvorkovich , Anatoly Chubais , representative of the VEB head Igor Shuvalov Natalia Timakova , former head of the Kremlin administration Alexander Voloshin and other persons ^[39] , 23 May 2019 were charged with Abyzov The Basmanny Court extended the arrest to Abyzov until July 25, 2019. Mikhail Abyzov was married, has four children.

First wife - Catherine Sirotenko. Since 2016, Abyzov has maintained relations with Valentina Grigorieva, they met through the Instagram social network and lived together in his mansion near Moscow.
