Formally, the highest legislative body of the Ukrainian SSR from 1920 to July 1938 was the All-Ukrainian Congress of Soviets, and from July 1938 the Supreme Council of the Ukrainian SSR , whose deputies were elected for 4 years (from 1979 - for 5 years). However, in fact, from the moment Soviet power was established in Ukraine in 1920 until perestroika, power was in the hands of the Communist Party of Ukraine as part of the CPSU . The supreme body of the Communist Party of Ukraine was the Central Committee (CC), and the First (in 1925-1934 - General) Secretary of the Central Committee of the Communist Party of Ukraine was the de facto leader of the republic in 1920-1991. In addition to the 1990 elections, all candidates for deputies of the Supreme Council were subject to mandatory approval by the leadership of the Communist Party, the nomination of alternative candidates was not allowed. The Supreme Council was not a permanent body, its deputies met at sessions lasting several days 2-3 times a year. To conduct daily administrative work, the Supreme Council elected a permanent Presidium, nominally performing the functions of the collective head of the republic.
At the regional level, the leadership was represented by the first secretary of the regional party committee, the chairman of the regional executive committee, and the heads of regional departments of the KGB and the Ministry of Internal Affairs.

In June 1990, the Presidium of the Supreme Council of the Ukrainian SSR was disbanded, as in other Union republics, and its functions were transferred to the Chairman of the Supreme Council of the Ukrainian SSR. Thus, with a similar name, the post of Chairman of the Supreme Council of the Ukrainian SSR in 1990-1991 in content was very different from the post of the same name until 1990. On June 4, 1990, in order to smoothly transfer leadership from party to parliamentary structures, the First Secretary of the Central Committee of the Communist Party, Vladimir Ivashko, was elected Chairman of the Supreme Council of the Ukrainian SSR. However, already on June 22, 1990, he was not re-elected to the post of First Secretary of the Central Committee, losing to Stanislav Gurenko, on which the combination of posts ended.
